JOB DESCRIPTION:


The Project Development Officer II is primarily in charge of the coordination and monitoring of the implementation of Early Recovery (ER) programs and services in the Field Offices(FO) assigned to him/her. He/She shall provide program-related technical assistance to the FO and consolidate project proposals and documentary requirements, to ensure efficient facilitation of the approval of the FO’s project proposals and requests for funding.


As necessary, the PDO II shall also assist and support activities such as but not limited to: development and/or enhancement of Disaster Risk Reduction and Management (DRRM) guidelines; institutional development and capacity building (IDCB); and Response and Early Recovery Cluster meetings.


Functions and Responsibilities:


1. Monitor disaster incidents in line with ER needs assessment;

2. Coordinate with and provide of technical assistance to FO on the following:


3. Preparation and submission of ER plans, proposals and other documentary requirements;

4. Monitoring of service delivery and program implementation;

5. Submission of periodic (weekly, monthly, quarterly, semestral, annual) accomplishment report;

6. Prepare and facilitate approval of Project Proposal, WFP and other  documentary requirements as required;

7. Provide initial assessment on accomplishment reports of ER project implementation;

8. Provide inputs/comments and recommendations on DRRM-related policies/guidelines;

9. Attend in inter-agency, consultation meeting, rehabilitation planning and other ER related activities; and

10. Perform other tasks as may be assigned by the immediate supervisor.


Job Outputs:

1. Project Proposals, Work and Financial Plans (WFP) and Monthly Disbursement Programs (MDP);

2. Executive Summaries, Memoranda, Letters and other communications;

3. Monitoring and Assessment Reports;

4. Feedback Reports; and

5. Inputs on new/enhanced policies, guidelines and laws
