JOB DESCRIPTION:


The Project Development Officer III shall coordinate and monitor all disaster response operations and shall be responsible for the effective provision of Technical Assistance and Resource Augmentation (TARA) to the different field offices, cluster members and other stakeholders involved in the Camp Coordination and Camp Management (CCCM), Internally Displaced Person-Protection (IDPP), and Food and Non-food Item (FNI).


Functions and Responsibilities:


1. Coordinate and lead the provision of technical assistance and resource augmentation concerning Camp Coordination and Camp Management (CCCM) and Food and Non-Food Items;

2. Coordinate and monitor Response Cluster Management activities and disaster response operations;

3. Serve as Secretariat to the NDRRMC-Response Pillar - DSWD cluster Leads (CCCM, IDP Protection, and FNI) meeting, prepare Cluster Situation Reports and powerpoint presentations during the activation;

4. Attend and represent the department to cluster meetings and technical working groups i.e. Management of the Dead and Missing, Mental Health and Psycho-social Support and Response Clusters Working groups;

5. Attendance to inter-agency, bureau meetings, special events, and training/workshops related to DRRM and Response Cluster activities;

6. Conduct cluster-level needs assessment on CCCM, IDP Protection and FNI and Response Cluster Management programs/ projects/activities;

7. Serve as Detailed Duty Officer (DDO) at the NDRRMC Operations Center (OpCen), consolidate situation reports during response cluster activation;

8. Review, analyze, and provide comments/inputs on Response Cluster, CCCM, IDP Protection and FNI guidelines, manuals, IEC materials, and other issuances;

9. Support in the review and analysis of Protection (GBViE, CPiE, MHPSS, Management of Bereaved Families, etc.), and FNI guidelines, manuals, IEC materials, and other issuances;

10. Review and provide comments/inputs to the draft guidelines of other DSWD OBSUs and NDRRMC cluster lead agencies;

11. Prepare and manage duty schedules during blue and red alert activation at the agency and national level;

12. Prepare communications, notice of meetings, minutes of the meeting, summary of agreements and deliverables, project proposals, etc.;

13. Prepare after-duty reports, documentation reports, and feedback reports of activities undertaken;

14. Provide learning development interventions to response cluster members, field offices, quick response teams and other stakeholders in coordination with DPRD;

15. Perform other related tasks as may be assigned by the Division Chief and Bureau Director.

1. Policy, guidelines and procedures on DRRM, NDRRMC Response Pillar, CCCM and IDP Protection, FNI;

2. Manuals and Terms of Reference (TORs) on Social Protection, DRRM, NDRRMC Response Clusters along CCCM, IDP Protection and FNI;

3. Response Cluster Situation Reports;

4. Feedback Reports or documentation reports on technical assistance and resource augmentation activities conducted;

5. Quarterly, semestral and annual accomplishments reports;

6. Memoranda and other office communications/correspondence.
