Education

Graduate of Bachelor’s Degree in Communication, Development Communication, Journalism, Broadcasting, and other related 4-year courses

Training

:

Completed training courses on technical writing, news writing, project management, media and public relations management, advocacy and social mobilization, legislative advocacy and restorative juvenile justice and welfare system

Experience

:

Organize and facilitate advocacy and social mobilization activities, press conferences and other media-related activities; Coordinate with national government agencies (NGAs), local government units (LGUs), civil society organizations (CSO), people’s organizations (PO), and non-government organizations dealing with youth and children; Develop and implement communication and advocacy plans; Write news reports, press statements/releases and technical reports


JOB DESCRIPTION

The Project Development Officer IV shall perform highly technical functions on the planning, execution, monitoring and evaluation of communication, advocacy and social marketing activities; assist in the promotion and maintenance of favorable relations with media and other stakeholders, duty-bearers and general public in the implementation of the Juvenile Justice and Welfare Act; and perform other related works as instructed by the Social Welfare Officer V and/or Executive Director and Deputy Executive Director.


Functions and Responsibilities:

1. Assists in the development and implementation of communication and advocacy plan geared to create/increase awareness and influence behavior change among specific audiences/stakeholders/ duty-bearers.

2. Conduct/organize inter-agency activities to observe the Juvenile Justice and Welfare Consciousness Week (JJWeek) every year.

3. Assist in the promotion of linkages and strengthening of partnerships with public information and public relations organizations. Develop press statements, manuscripts, correspondence useful for public information with supervision and guidance of the Executive Director and/or Council.

4. Assist in the conduct of print and broadcast media monitoring of issues and corrects negative information reported in media.

5. Assist in the monitoring of the implementation of JJWC public relations programs at the regional level.

6. Develop and disseminate information, education, and communication (IEC) materials to reinforce awareness, learning, and change in behavior processes of social marketing and advocacy activities of the JJWC.

7. Provide technical assistance to the RJJWC to develop and to implement their respective regional communication plans and other projects/activities related to advocacy and social mobilization.

8. Perform tasks based on function/membership in the internal committees.

9. Develop proposal, terms of reference of service providers (consultants/learning service providers/resource persons), prepares purchase requests to conduct projects/activities related to advocacy and social mobilization in consultation with the immediate supervisor within a set timeline.

10. Prepare administrative and logistical requirements to conduct the projects/activities within a set timeline.

11. Monitors and evaluates IEC and advocacy materials.

12. Cascades the division directions and integrates all programs, activities and projects into a Division work and Financial Plan.

13. Align work outputs and processes the division directions and priorities and ensure conformance to internal and external policies that are applicable to the division.

14. Reviews, develops and recommends internal work processes, guidelines, standards policies and procedures.

15. Monitors and reviews the outputs of subordinates against performance standards.

16. Monitors the implementation of various programs, policies and guidelines and recommends solutions to address implementation problems.

17. Updates the Division Chief on the status of division tasks regularly

18. Provides inputs to the Division Chief in rating the performance of subordinates, identifies performance gaps and proposes staff development needs.

19. Perform Technical Duties arising from the mandate of the Division.

1. Yearly observance of agency wide activities ((i.e. Juvenile Justice and Welfare Act Anniversary, Juvenile Justice and Welfare Consciousness Week, Policy Forum)

2. JJWC National Communication Plan

3. Popularized version/IEC materials and advocacy materials of the JJWC’s issued guidelines/protocols/policies.

4. Press releases/statements on issues related to the implementation of JJWA and other related activities/stories on CAR and CICL.

5. Technical assistance to the Regional Juvenile Justice and Welfare Committees related to advocacy and communication.
