B. Minimum Qualification Standards

Education            :  Bachelor Degree relevant to the job

C. Job Specific Requirements

·         Preferably graduate of Social Work, Community Development or other Social Development courses

·         Preferably with strong research, policy development and technical writing background

 

Job Summary:                                                                                                                                             

Performs liaison work with the legislative branch of the government; reviews draft bills and resolutions and ensure the timely preparation and submission of position papers; responds to requests and queries of legislators with regard to social welfare and development (SWD); provide technical and administrative support to the Department Legislative Liaison Officer (DLLO) in the performance of his/ her functions; does other related works as may be assigned.

 

Job Description:

1.     Ensures the timely preparation and submission of position papers on pending legislative measures in consultation with the appropriate officials and units of the Department.

2.     Provides technical and administrative support to key officials on legislative measures and policies in connection with attendance to hearings, fora and other avenues for public discussion re: SWD policy issues.

3.     Monitors and lobbies for the immediate consideration and enactment of priority legislative measures.

4.     Ensures attendance of concerned official/s to Committee Hearings and Technical Working Group (TWG) Meetings in both Houses of Congress.

5.     In coordination with other units, develops and implements an advocacy action plan to support the Department’s legislative agenda.

6.     Coordinates legislative and policy-related activities between the Department and two (2) Houses of Congress.

7.     Supports the conduct of policy researches on existing and proposed bills and resolution on accordance with the strategic objectives and thrusts of the Department.

8.     Participate in the crafting of Implementing Rules and Regulations (IRR) of recently passed legislations which involve the Department.

9.     Performs such other functions as may be assigned by the DLLO.
