Job Summary:

 

The Administrative Officer V (AO V) will be assigned at the Bids and Awards Committee (BAC) Secretariat, Procurement Planning and Management Division (PPMD), and Procurement Service (PS) to primary handle the procurement of goods, consulting services and infrastructure projects, commencing from the posting of the Bidding Documents up to the award of contract, using competitive bidding as governed by Republic Act No. 9184 (RA 9184) or the Government Procurement Reform Act and its Implementing Rules and Regulations (IRR), as well as the procurement guidelines of International Financing Institution (IFIs), if applicable.

 

Job Description:

 

1.   Ensure that the conduct of Pre-Procurement Conferences, Bid Openings and other related procurement activities of the DSWD BACs are in accordance with the provisions of RA 9184 and its IRR, as well as the procurement guidelines of IFIs, if applicable, through the conduct of the following, among others:

a.     Post Invitation to Bid (ITB) and bidding documents in the Philippine Government Electronic Procurement System (PhilGEPS) and DSWD websites and in the conspicuous places at the Department premises and ensure advertisement in the newspaper of general national circulation, when applicable.

b.    Organize and make necessary arrangements for BACs meetings and conferences.

c.     Prepare and issue on time necessary Supplemental/ Bid Bulletins.

d.    Assist the BACs, Technical Working Group (TWG) of the end-users during bid evaluation and/ or post-qualification.

e.     Prepare procurement correspondences and resolutions for the BACs.

f.     Assist the BACs in the management of the procurement process.

 

2.   Ensure that all procurement documents are in accordance with the prescribed templates and forms through the following activities, among others.

a.     Review and finalize bidding documents for distribution and sale to prospective bidders.

b.    Monitor procurement activities and milestones using the Procurement Monitoring Report (PMR) and the Agency Procurement Compliance and Performance Indicator (APCPI).

c.     Prepare and submit periodic reports to the BAC Secretariat Head and the BACs Chairperson, including other oversignt agencies/ authorities (e.g. World Bank, Asian Development Bank, Government Procurement Policy Board – Technical Support Office, etc.)

3. Assist the BACs in the preparation of recommendations or resolutions to respond to motion for reconsideration (MR) through research and study of existing law, guidelines and issuances.

4.  Post the Award Notices at PhilGEPS and DSWD websites for every successful bidding.

5.  Prepare office communications, correspondences, and reports as may be required by management and/or oversignt agencies.

6.  Provide assistance to end-users and other stakeholders in the area of the BACs-related concerns.

7.  Conduct technical research on recent procurement developments, policy recommendations, and the like for both local procurement IFI funded procurement.

8. Perform other related functions as may be required by the Procurement Service (PS) Director, the BAC, and/or the BAC Secretariat Head.

 

 

Deadline of application and submission of the following is on January 31, 2015:

·         Comprehensive resume with job description and 2x2 ID picture; and

·         Certificate of relevant trainings and seminars attended (to be submitted upon the scheduled exam and interview)
