TERMS OF REFERENCE FOR THE AREA COORDINATORS, AREA SUPERVISOR, ENUMERATORS AND ENCODERS

The National Household Targeting Unit of DSWD V is in need of the following:

92 Area Coordinators

453 Area Supervisors

2266 Enumerators

320 Encoders

Requirements

Personal Data Sheet (PDS) Form/ Resume

4 copies of 2x2 ID picture

Valid ID (Voters, SSS, Postal, Passport, Driver’s License, PRC, Company ID)

Educational Background

Area Coordinator & Area Supervisor - Graduate of any 4-year course

(NOTE: Encoder position at least 2yrs in college graduate but him/her must be computer literate for encoder.)

(NOTE: Enumerator position at least 2yrs in college graduate but him/her must have good hand writing and communication skills.)
 
Duties and Responsibilities
Area Coordinators

Provide technical, administrative and logistical support to the area supervisor in the performance of their functions.

Conduct random spot monitoring to assess how the area supervisors review the Household Assessment Form (HAF);

Coordinate with the Municipal Local Government Unit (MLGU) staff and provide periodic feedback to the regional Field supervisor on the development of the project;

Act as chair of the appeals and complaints committee; shall take the lead in the resolution of issues and generation of support arising from the master listing of poor households;

Generate the support for the resolution of issues or concerns encountered; and

Consolidate the reports of area supervisors and submit the same to the Regional field supervisor for appropriate actions.

 
Area Supervisors-

Provide technical, administrative and logistical support to the enumerators in the performance of their functions.

Collect, review and provide immediate assessments of the accomplished HAFs to ensure the accuracy and legibility of data entries;

Oversee the conduct of household assessment and conduct spot checks to ensure areas are covered by the enumerators and provide technical support to ensure that the enumerators completely cover the assigned areas;

Provide periodic feedback on the development of the household assessment;

Whenever necessary, coordinate with the MLGU and enlist their assistance in securing copies of barangay spot maps clearly indicating physical boundaries of the areas to be covered by the assessment.

Prepare a weekly report consolidating the accomplishment of the enumerators under his/her charge/supervision. This report will contain/include such information as number of households interviewed, names of households who refused to be interviewed and problems encountered in the conduct of assessment as well as actions taken.

Maintain the confidentiality of documents and information generated by the NHTS-PR

 
Enumerators

Make personal visit to the households covered by the NHTSPR and administer the Household Assessment Form (HAF). This requires asking question correctly and recording accurately the responses of interviewees;

Review the accomplished HAFs and ensure that they are completely and properly answered and filled in before daily submission to the Area supervisor. In case the HAFs are returned by the supervisor for the lack of information or data inconsistencies, the enumerator shall ensure its completion;

Plan travel route in advance to ensure proper management of time and accomplish the projected HAFs;

Inform the area supervisor about problems or difficulties encountered during the field work as well as potential problems that maybe encountered;

Ensure the safekeeping of projects, materials, equipment and other supplies;

Maintain the confidentiality of documents and information generated by the NHTS-PR.

 
Encoders-

Attend the training to gain understanding of the concepts used by the  NHTS-PR and the instructions pertaining to the proper conduct of the household interview;

Have clear understanding of the HAF and how it will be accomplished;

Encode HAF data into the data entry application;

Inform the IT officer in charge of the encoding about the problems or difficulties in encoding due to inconsistent and missing data;

Ensure the proper use of safekeeping of project documents, materials, equipment and other supplies and prevent loss of data;

Maintain the confidentiality of documents and information generated by the NHTS-PR.

 
Payment of Cost and Service

Area Coordinator – 21, 000.00

Area Supervisor – 19,000.00

Enumerators – 480/day

Encoders – 320/day 


Area of Assignment

The Area Coordinators, Supervisors and Enumerator will be assigned in the 6(six) Provinces of Bicol Region.

Encoders will be assigned in DSWD V-, PBN Magnolia St,,Buraguis Legazpi City.
