JOB DESCRIPTION:

The Social Welfare Officer (SWO) III shall coordinate and monitor all disaster response operations and shall be responsible for effective provision of Technical Assistance and Resource Augmentation (TARA) to the different response cluster members, and other stakeholders involved along with Camp Coordination and Camp Management, Food and Non-Food Items, and Internally Displaced Person-Protection.

Functions and Responsibilities:


  1. Leads in the provision of technical assistance and monitoring of the Gender and Development, and Gender-Based Violence in Emergencies PPAs to Field Offices and member Government Agencies in relation to the Protection Cluster and GBV-Sub Cluster.

  2. Review, analyze and provide comments/inputs on Gender and Development, and Gender-Based Violence in Emergencies guidelines, manuals, IEC materials, and other issuances

  3. Coordinate with assigned Field Offices and GBViE focal person.

  4. Draft guidelines related Gender and Development, Gender-Based Violence in Emergencies, DRRM, and Response Cluster programs/projects/activities;

  5. Attendance to inter-agency, bureau meetings, special events and training/workshop related to Gender and Development, Gender-Based Violence in Emergencies, DRRM, and Response Cluster activities;

  6. Prepare project proposal related to Gender and Development, Gender-Based Violence in Emergencies, DRRM, and Response Cluster;

  7. Act as Secretariatat the GBV Sub-Cluster Meeting and prepare Situation Reports  and PowerPoint presentations during the activation;

  8. Attend and represent the department to cluster meetings and technical  working groups  particularly . GBVSub-cluster;

  9. Monitor and coordinate with the Gender-Based Violence Sub Cluster  Member-agencies with their programs/projects/activities;

  10. Act as Secretariat at the DSWD GBV Meeting and Prepare PowerPoint presentations during the activation;

  11. Monitor and coordinate with DSWD Gender-Based Violence Technical Working Group Member’s programs/projects/activities;

  12. Provide learning developing interventions relative to Gender-Based Violence and Women-Friendly Space to Field Offices, Response Cluster Members and other stakeholders in coordination with DPRD;

  13. Review and provide comments/inputs to the draft guidelines of other OBS and NDRRMC member-agencies;

  14. Prepare and manage duty schedules during blue and red alert activation at the agency and national level;

  15. Render duty at the NDRRMC OpCen and consolidate reports during response cluster activation;

  16. Participate in Response Cluster Management activities and disaster response operations;

  17. Prepare communications, MOA with stakeholders;

  18. Prepare Feedback Reports; and

  19. Perform other related tasks as may be assigned by the Division Chief.

Job Outputs:

  1. Manuals and Terms of References (TORs);

  2. Policy/guidelines and procedures on DRRM and CCCM and IDP protection particularly on Social Protection for Women and Children in Emergencies and GBV;

  3. Feedback Reports on Field visits/technical assistance conducted;

  4. Quarterly, semestral, and annual accomplishments reports;

  5. Memoranda and other Office communications.
