JOB DESCRIPTION:

The Project Development Officer III shall be working collaboratively with the Planning Officer III and Planning Officer II in ensuring the Bureau’s effective performance in conformance with the overall goals and objectives of the organization  through results-based monitoring and evaluation activities. The PDO III shall give primary focus on ensuring continuous improvement of the Bureau’s programs and service delivery by leading and/or coordinating research and evaluation activities for evidence-based decision-making.

Functions and Responsibilities:


  1. Develop new or enhance existing monitoring and evaluation tools in coordination with the Bureau’s program owners and in consultation with PDPB, as necessary;

  2. Manage the database of the Planning, Monitoring and Evaluation Section of the Bureau;

  3. Summarize and analyze monitoring and evaluation data of DRMB;

  4. Review, analyze, coordinate and consolidate reportorial requirements for onward submission to Policy Development and Planning Bureau (PDPB), NDRRMC and other National Government Agencies (NGAs);

  5. Organize the conduct of Program Review and Evaluation Workshop, and other periodic evaluation, to assess and provide recommendation to further enhance the performance of the Bureau;

  6. Provide necessary technical assistance to the program owners and counterparts from the Field Offices along research and evaluation;

  7. Lead in the development of research proposals and implementation of research and evaluation activities of the Bureau, and represent the Bureau in the DSWD’s National Research and Evaluation Technical Working group (NRE-TWG);

  8. Provide evidence-based recommendations to the management for continuous improvement of the Bureau’s programs  and service delivery;

  9. Participate in consultation meetings  for vetting and approval of CO-OBS Must Indicators and Harmonized Field Office Indicators and Rating Guide;

  10. Assist in Strategic Planning activities of the agency , and assist the DRMB divisions in identifying the Bureau’s commitments based on developing and existing programs, activities and projects;

  11. Other tasks that may be assigned.

Job Outputs:

  1. Database of DRMB’s accomplishment data on its programs, projects, and activities;

  2. Program and Service Delivery Improvement Plan (PSDIP) and its monitoring reports;

  3. Activity proposals for research and evaluation

  4. Research articles or discussion papers;

  5. Periodic assessment and evaluation reports;

  6. Good practice documentation reports;

  7. Enhanced internal monitoring and evaluation tools;

  8. Budget hearing related requirements (i.e. cue cards, status reports);

  9. Documentation reports (i.e. feedback reports, minutes of the meeting);

  10. Other reportorial requirements.
