PREFERRED QUALIFICATIONS (COMPETENCY-BASED)

Education

Bachelor’s degree Computer Science, Information Technology or any IT-related courses

Training

:

Eight (8) hours  of relevant training along system analysis and design, data management, database administration, full-stack development (MySQL, PHP, HTML, JavaScript) Using Codelgniter 4 framework  and other training along the areas of Disaster Response, Organizational Development, and Information Technology.

Experience

:

Two (2) years of relevant experience on system analysis and design, system development, data management, database administration, information and communications technology (ICT) service management, and other relevant experiences in the implementation of Disaster Risk Reduction and Management (DRRM) programs, projects and activities.

JOB DESCRIPTION:

The PDO III (IT) shall assist in developing and/or implementing information systems (IS) for disaster monitoring, conducting assessment and evaluation of existing ISs for efficiency and effectiveness, managing of ICT resources and identifying other ICT requirements of the DSWD Command Center.


Functions and Responsibilities:

  1. Assist in the development and/or implementation of information systems (IS) for disaster monitoring and provide technical to end-users both in Central Office (CO) and Field Offices (FOs);

  2. Assist in the assessment  and evaluation of the existing ISs for efficiency and effectiveness in delivering humanitarian assistance, and recommend development/enhancement when necessary;

  3. Assist in the management of ICT resources and identify other ICT requirements that may support the operations of the DSWD Command Center;

  4. Adhere to the Department’s policies and procedures particularly on technology and operations, and information security;

  5. Coordinate with ICTMS for ICT needs and requirements;

  6. Evaluate and pilot technologies prior to major investment or deployment;

  7. Facilitate maintenance of ISs and ICT resources;

  8. Prepare/Craft project proposals for DSWD Command Center activities;

  9. Prepare required reports.;

  10. Provide technical assistance to the duty personnel in all forms of media;

  11. Receive and attend to phone calls queries;

  12. Validate all information/reports gathered by duty personnel in all forms of media;

  13. Perform other DROMIC-related works that may be assigned from time to time by the immediate supervisor and /or higher authorities.

Job Outputs:


  1. Project proposals and guidelines for the enhancement of ICT capabilities

  2. Actual computerized systems with documentation.

  3. Memorandum and other related communications

  4. Feedback reports, technical assistance, meetings, workshops, training, etc.

  5. Other reports that may be required.
