PREFERRED QUALIFICATIONS (COMPETENCY-BASED)

Education

Bachelor’s Degree in Journalism, Development Communications, Mass Communications, Sociology, or other relevant social science courses

Training

:

Sixteen (16) hours of relevant training preferably in the areas of monitoring and evaluation of programs, projects, and/or activities (PPAs), report development and report writing, preparation of project proposals, reports and communications; and other relevant training along Disaster Risk Reduction and Management (DRRM) policies, guidelines, and program implementation.

Experience

  • At least two (2) years of  relevant supervisory experience; monitoring and evaluation of programs, projects, and/or activities (PPAs) generation and preparation of disaster-related reports, communications and project proposals; knowledge and relevant experiences in the implementation of DRRM programs, projects, and activities.

JOB DESCRIPTION:

The Project Development Officer (PDO) III for Reports Generation is primarily responsible to ensure that DROMIC fully complies with its mandated functions and responsibilities in disaster response - particularly  in disaster reporting - per AO 02, s. 2015. S/He supervises the PDO II under the Disaster Monitoring and Reporting Section of DROMIC. S/He is responsible and accountable in managing DROMIC’s compliance to its reportorial requirements for the entire Bureau and Department in Disaster information dissemination and management - particularly in bringing out complete staff work in the accomplishment of its  required tasks. S/He is likewise responsible and accountable in the collection, consolidation, and  preparation for dissemination of updated reports on all of DRMB’s Disaster Response Activities: From its Disaster Preparedness for Response; Disaster Response Management; Early Recovery and Rehabilitation; and Disaster Risk Resiliency programs, projects and activities (PPAs).

Functions and Responsibilities:

  1. Supervise Project Development Officer II Staffs under the Disaster Monitoring and Reporting Section of DROMIC;

  2. Perform technical and supervisory functions in the preparation of DRRM-related reports;

  3. Review, edit, supervise and evaluate comprehensiveness of DRRM-related report contents by proofreading; determine necessary changes or improvement; and ensure that modification and/or enhancement on the content was done;

  4. Perform project development  functions relative to policy formulation, data generation, utilization, dissemination, data analysis;

  5. Provide technical assistance to Field Offices;

  6. Closely collaborate with other DROMIC Section Heads to ensure coordinated efforts and complete staff work;

  7. Undertake additional duties or other DROMIC-related works as required that may be assigned from time to time  by higher authorities;

  8. Monitor, review, consolidate, and prepare DROMIC Reports, which include disaster response activities and accomplishments of the various divisions’ program implementations. Coordinate with the Information Officer for publication of consolidated updates in the DRMB and DROMIC websites;

  9. Craft and develop monitoring tools, forms templates that can be used for gathering DRRM reports and updates relative to each Division’s programs and projects implementation;

  10. Coordinate with the different Division heads for updates and reportorial requirements relative to each division’s disaster response activities;

  11. Prepare required DRRM-related DROMIC reports;

  12. Undertake additional duties or other DROMIC-related works as required that may be assigned from time to time by higher authorities.

  1. Timely-released and up-to-date DROMIC Reports and updates on all of DR

  2. MB’s Disaster Response Activities: from its Disaster Preparedness for Response; Disaster Response Management; Early Recovery and Rehabilitation; and Disaster Risk Resiliency programs, projects and activities (PPAs) - accessible on file and in the DREAMB & DROMIC websites

  3. Memorandum for related communications

  4. Feedback reports on field missions/ field monitoring visits/ technical assistance; meetings, workshops, trainings, etc.;

  5. DRRM-related DROMIC Reports, PowerPoint presentations

  6. Comments and inputs to correspondences, policies, and guidelines as required by the Bureau Director; and

  7. Other reports as may be required.
