PREFERRED QUALIFICATIONS (COMPETENCY-BASED)

Education

Bachelor’s degree Computer Science, Information Technology or any IT-related courses

Training

:

Twenty-four (24) hours of relevant training preferably on System Analysis Design and Development, Database Management, Web Systems Design and Development, and Information Management and Analysis, Full-stack development (Phyton, PHP, AJAX, Javascript), MySQL, and MSQL, and MSSQL using a MVC framework and other training along whit areas of Disaster Response, Organizational Development and Information technology.

Experience

:

  • Two (2) years of relevant experience on Systems Analysis, Design, and Development, Database Management application and Administration, Web Systems Design and Development, and Information Management and Analysis. Experience in ICT service management, and possessing other relevant experiences in the implementation of DRRM programs, projects, and activities (PPAs), as well DRRM policies and guidelines.

  • Minimum of one (1) year  of experience in Full Stack Development.

  • Proficiency in Python, PHP, AJAX, Javascript (JS), MySQL, and MSSQL.

  • Experience in Utilizing MVC framework for web development projects.

  • Strong skills in API integration and development.

  • Demonstrated ability to develop and maintain complex web applications.

JOB DESCRIPTION:

  1. Oversee the completeness and accuracy of data uploaded to the DVAPP and other DRRM databases, and ensure the household database is regularly updated;

  2. Address incomplete or incorrect data uploads by coordinating with Team Leaders for necessary verifications and corrections;

  3. Work closely with Team Leaders and Validators to improve system interoperability and usability, and resolve any issues;

  4. Participates in training sessions and collaborations with partner agencies to enhance the use of the online beneficiary registration and verification system for distribution planning, management, monitoring, and reporting;

  5. Maintain the safety and security of all project-related equipment, hardware, and software throughout the project lifecycle;

  6. Support the installation of roaming servers within DSWD Central & Field Offices and provide technical assistance during the initiation and conclusion of beneficiary registration;

  7. Track daily uploads and accomplishments of Enumerators and Team Leaders, ensuring project milestones are met;

  8. Undertake additional tasks as directed by the Project Manager and/or DVAPP ITO II.


Functions and Responsibilities:


  1. Collaborate with ICTMS to manage and secure the DVAPP and other DRRM databases, ensuring its security, monitoring and constant availability. This includes updating and maintaining the databank with family profiles for monitoring status;

  2. Proactively identify database management issues and propose solutions to the Project Manager and/or DVAPP ITO II, ensuring the safety and security of all project-related equipment, hardware and software.

  3. Develop project proposals aimed at enhancing  ICT capabilities within the DRRM Information  System, demonstrating strategic planning skills.

  4. Create an Information System Strategic Plan  (ISSP) that aligns ICT initiatives with organizational goals, and design and implement computerized systems with complete documentation.

  5. Establish IT-based policies and guidelines to standardize the use of ICT resources in DRRM operations.

  6. Provide periodic updates, accomplishment reports, and feedback reports, and offer technical assistance, underscoring skills in project tracking, reporting, communication, facilitation, and stakeholder engagement.

  7. Draft Terms of Reference (TOR) for ICT projects and generate any other required reports to support project objectives and management.

  8. Other reports that may be required.
