JOB DESCRIPTION

Under direct the supervision of the Assistant Bureau Director, Bureau Director, Assistant Secretary and Undersecretary who will act as Division Chief for the External Assistance and Development Division engaged in varied work performing functions along providing technical support to Asia Pacific Economic Cooperation (APEC), Association of Southeast Nations (ASEAN) Bodies and pertinent bilateral/multilateral agreements ensuring the Department’s active participation and contribution to the formulation of social protection related policies and initiatives. Initiate, coordinate and facilitate inter-office, inter-bureau and inter-agency meetings on ASEAN, APEC, UN and other bilateral/multilateral agreements relative to the monitoring of compliance to regional and international commitments/instruments along social welfare and development/social protection.

Functions and Responsibilities:

1. As head of the Division he/she shall oversee in the crafting / consolidation of the Department/ Philippine position on emerging regional and international issues/ concerns for bilateral/ multilateral cooperation relevant to the social welfare and development sector.

2. Facilitates in the finalization of comments, inputs, and talking points on possible areas of cooperation relevant to SWD and social protection programs, activities and projects, including those that could be raised during State Visits and Regional/International bilateral/multilateral meetings;

3. Ensure compliances to the relevant social welfare and development policies and laws at the national level, including declarations and commitments to the Region (ASEAN and APEC), UN conventions and other international instruments.

4. Lead in the provision of technical support on inter-office, inter-bureau and inter-agency meetings on ASEAN, APEC and other bilateral/ multilateral agreements relative to the monitoring of compliance to regional and international commitments/ instruments along social welfare and development;

5. Lead and manages in the provision of technical and secretariat support function to the Regional Commitment to the ASEAN sectorial bodies such as AMMSWD, SOMSWD, ASCC, SOCA, ACWC;

6. Facilitates in the development project proposals for ASEAN/ APEC Development Partner’s funding;

7. Lead in the interview, monitoring, consolidation of report for the NEDA-ODA loan projects/ TA Grants and donations;

8. Reviews and evaluates the performance of staffs;

9. Provides necessary guidance and assistance to staff to ensure quality output is being delivered; and

10. Perform other tasks as may be assigned by Assistant Bureau Director, Bureau Director, Assistant Secretary, Undersecretary and Secretary

2. Office Correspondences (interoffice, inter-bureau, and inter-agency);

3. Terms of Reference (TOR);

4. Briefing Notes and Compilation of Reference Documents;

5. Quarterly Alert Mechanism Report;

6. Annual Official Development Assistant (ODA) Portfolio Review;

7. Semestral Report of existing work plans UNICEF, FAO, WFP, and other TA grants;

8. Concepts notes for new grants; partnership agreements;

9. Reports – Division, Project (Monthly, Quarterly, Semestral and Annual)

10.   Feedback Reports / Minutes of the Meeting

9.Performance Rating in the last rating period or its equivalent, if applicable.
