PREFERRED QUALIFICATIONS (COMPETENCY-BASED)

Education

:

Bachelor’s Degree in International Studies, Development Communication, Public

Administration, Economics, Statistics, Political Science, Sociology or Social Work

– or other related and allied courses with emphasis on social development issues,

international affairs, program management, project development, and research or

a related field.

Training

:

Forty (40) hours of training related to social protection or social development

areas, international cooperation, international policies, planning, project

management, data analysis and utilization, monitoring evaluation, research,

partnership building, and technical writing.

Experience

:

At least two (2) years of relevant professional experience in any or in combination

along the following areas: social development, planning, project management,

research and evaluation, and international cooperation. Experience in handling

social development and sectoral concerns (i.e. women, children, IPs, PWDs,

elderly, etc.) and international affairs is an advantage.

JOB DESCRIPTION

Provides technical support to pertinent United Nations (UN), Asia Pacific Economic Cooperation (APEC) and Association of SouthEast Nations (ASEAN) Bodies ensuring the Department’s active participation and contribution to the formulation of social protection related policies and initiatives at ASEAN, APEC, UN and within the bounds of other bilateral/multilateral agreements. Initiate, coordinate and facilitate inter-office, inter-bureau and inter-agency meetings on ASEAN, APEC, UN and other bilateral/multilateral agreements relative to the monitoring of compliance to regional and international commitments/instruments along social welfare and development/social protection.

Functions and Responsibilities:

1. Craft/consolidate the Department/Philippine position on emerging regional and international issues/concerns for bilateral/multilateral cooperation relevant to the social welfare development sector;

2. Provide technical support on inter-office, inter-bureau and inter-agency meetings on ASEAN, APEC, UN and other bilateral/multilateral agreements relative to the monitoring of compliance to regional and international commitments/instruments along social welfare and development;

3. Provide technical and secretarial support to UN, APEC, and pertinent ASEAN bodies such as AMMSWD, SOMSWD, ASCC, SOCA, ACWC;

4. Develop project proposals for ASEAN/APEC funding or for funding of other development partners;

5. Performs monitoring/assessment activities such as data gathering/collection analysis;

6. Consolidation of Reports – Division, Project (Monthly, Quarterly, Semestral and Annual);

7. Draft concept papers;

8. Provide comments/inputs to internal and external guidelines, policies, manuals, draft bills, among others; and

9. Performs other related tasks as may be assigned as authorized.

2. Project Concept Paper, Project Proposal and Project Completion Report during conduct of ASEAN Forum/Conference/Seminar

3. Forum/Conference/Seminar documentations and Report

4. Briefing notes and compilation of reference documents on International/Regional Bodies as may be needed (Technical Support to Senior Officials attending an ASEAN Conference/UN Convention)

5. Activity Documentation Reports, briefer reports (project Implementation, capacity building activities, etc.)

6. Minutes/Highlights of Meetings, Feedback Reports, etc.

7. Summary of Agreements/Summary of Agreements and Directives

8. Reports – Division, Project (Monthly, Quarterly, Semestral and Annual)

9. Communications and Correspondences (inter-office, inter-bureau and inter-agency)

10. Inputs on the crafting of plans, guidelines and policies (Internal and External)
