TERMS OF REFERENCE

 

 

(1)  ADMINISTRATIVE OFFICER V (BUDGET OFFICER) – 1 SLOT

Salary Grade                          :           18 (Php 46,725.00)

Status of Employment :          :           Contract of Service

Location/Office                       :           Visayas Disaster Resource Center (VDRC)

Program/Division/Unit :          :           Administrative Division

Reports to                              :           SAO

 

 

MINIMUM QUALIFICATION STANDARDS:

 

Education                             :

Bachelor's degree relevant to the job

Experience                           :

2 years of relevant experience

Training                                :

PREFERRED QUALIFICATION:

 

Education                             :

Bachelor's degree preferably in Accountancy, Business Management, Economic, Supply Chain Management or Logistics Management or other related fields

Experience                           :

At least 3 years of practical experience in government accounting or procurement management

Training                                :

At least 20 hours of relevant training

JOB DESCRIPTION:

1.    Supervise, manage and monitor all financial, procurement and administrative management activities for the division.

2.    Lead in the conduct and preparation of work and financial plans and project procurement management plan.

3.    Assist with strategic financial management activities including annual budget development, financial planning, cash flowing, and financial reporting.

4.    Review and recommend financial and procurement management policies and procedures.

5.    Train and develop local staff to enable them to use and manage financial and procurement systems.

6.    Oversees the efficient conduct of all procurement activities ensuring compliance with government regulations pertaining to public procurement.

7.    Oversees the bureau’s budgeting process including the ability to track and maintain allotment obligations and utilization, generation of monthly balance reports, monthly financial statements, year to date cash flow and other documentation.

8.    Performs other related duties as required.
