JOB DESCRIPTION:
Under the general supervision and with some latitude for the exercise of independent judgment, serves as L&D specialist engaged in moderately responsible work pertaining to the development, designing, implementation, monitoring and evaluation and continuous enhancement of learning and development programs/interventions; requiring training and moderate experience and very broad knowledge on learning needs assessment, learning measurement and learning management.
Functions and Responsibilities:
On Learning Measurement and Evaluation:
Develops and administers LNA tools
Prepare LNA reports
Develops and administers LM&E tools
Prepares LM&E plans and reports
Assists in the preparation of L&D agenda and plans
Assists in the establishment of LM&E mechanisms
Assists in monitoring and evaluation of of the LDIs:
Consolidates data gathered from Level III M&E tools
Monitors implementation of of the L&D agenda and plans
Evaluates data/results
Prepare reports
8. Manages the LM&E database
9. Develops Executive Summary Reports on the effectiveness of the LDIs implemented
10. Prepares HPMES Accomplishments Reports and other similar reports being required by OBS
B. On Learning Management:
Provides inputs and comments on learning and development-related documents (i.e. policies, needs assessment reports, training proposals, training activity plans, modules and manuals, documentation and summative reports)
Provides support in the management and implementation of LDIs such as but not limited to:
Facilitates activity or depending on expertise, acts as resource persons on learning interventions/topics to share knowledge and facilitate the development of competencies of the participants, as requested;
Develops side decks and other learning aids and tools
Acts as technical support during actual conduct of activity
Coordinates with Offices/Bureaus/Services for resource persons, documents and other needed arrangements for the activity
Prepares memoranda and other correspondence relative to the conduct of the activities
Documents and packages activity proceedings into a report
C. General
Provides technical and consultative services to OBS/FO on L&D activities;
Prepares feedback reports, updates, minutes of the meeting, memoranda and other office communications or special reports, as assigned by supervisor, DC or Director;
Attends meeting, conferences and other activities on behalf of the Division Chief and/or the Director as delegate; and
Performs other tasks as may be required by the Section Head/Chief and/or the Director.

9. Individual Performance Contract Rating (IPCR) in the last rating period or any of its equivalent, if applicable.
