PREFERRED QUALIFICATIONS (COMPETENCY-BASED)

Education : Bachelor’s degree in International Studies, Development Communication, Public Administration, Economics, Statistics, Development Studies, Political Science, Sociology or Social Work–or other related and allied courses with emphasis on social development issues, international affairs, program management, project development, monitoring and evaluation, and research or a related field.

Training : At least 24 hours of training related to social protection or social development areas, international cooperation, international policies, planning, project management, data analysis and utilization, monitoring evaluation, research and technical writing.

Experience : At least three (3) years of responsible and professional experience in management of mid-large size datasets; evaluation and analysis of data and available statistical materials; social development, planning, project management, research and evaluation, and international cooperation. Experience on handling social development and sectoral concerns (i.e. women, children, IPs, PWDs, elderly, etc.) an advantage

JOB DESCRIPTION:

Under the limited supervision of the Division Chief, provides support to section chief in performing functions in the monitoring and evaluation of DSWD programs, projects and services; provides necessary technical assistance to other OBSUs, Field Offices and external stakeholders along monitoring and evaluation; provides comments and inputs to various draft bills, guidelines, and international  resolutions and documents, and performs other related tasks assigned by supervisor from time to time.

Functions and Responsibilities:

1. Assists in the conduct of monitoring and evaluation activities for the DSWD programs, project and services;

2. Consolidates and reviews evidence-based issues and challenges in the implementation of DSWD programs, projects and services for policy formulation

3. Assists in the review of program results framework and indicators of programs and services to ensure achievement of outputs and outcomes based on the DSWD Strategic Plan

4. Assists in the conduct of Program Review and Evaluation Workshop (PREW) at the Bureau level

5. Prepares results of monitoring and evaluation activities of the Department and assist in the follow through on compliance to recommendations and policy actions

6. Performs monitoring and evaluation activities such as data collection, performance measurement, impact assessment and quality assurance to DSWD programs

7. Provide comments and inputs to various draft bills, resolutions, international documents, and internal policies or guidelines 

8. Assists on the cascading and monitoring of the implementation of policy, plans of the organizations

9. Monitors the DSWD Strategic Performance Management System in the Division

10. Provides technical assistance on policy and plans development, research, M&E, and data governance 

11. Provides technical assistance to OBSUs, Field Offices and External Stakeholders along policy, planning, monitoring, reporting, research, evaluation, resource management and data governance

12. Conducts competency assessment to OBSUs and Field Offices

13. Monitors implementation and compliance of CO-OBS and FOs on data governance policies

14. Assists on the development of SWD database and other information systems in coordination with ICTMS

15. Attends internal and external meetings and conferences, as assigned by the Bureau Director or Division Chief.

16. Assists on the formulation and updating DSWD's plans and policies

17. Provides regular feedback and evaluation of overall plans and its implementation to supervisors

18. Develops assessment tools in measuring program outcome indicators

19. Monitors the Department's compliance with regional and international commitments

20. Monitors the progress of technical and development assistance as outlined in the partnership agreements and loan covenants

21. Conducts policy research and evaluation studies of policies/programs/projects/partnerships with development partners

22. Conducts research and evaluation forum and public dissemination"

23. Draft Concept/Discussion/Policy Papers or Notes/Briefs identifying gaps and recommended actions relative to social welfare and development concerns; 

24. Prepares Minutes of Meetings, Summary of Agreements/Directives

25. Facilitate meetings/discussions

26. Performs other related tasks as may be assigned and authorized.
