JOB DESCRIPTION

Under direction of the Deputy Program Manager, the position functions as the Division Chief of the Compliance Verification Division (CVD).  Directs, administers, and manages day-to-day operations of the Division. Accomplishes Division mandates, and objectives by supervising staff; organizing and monitoring work progress.

Functions and Responsibilities:

1.Ensures that all CV-related guidelines and policies are implemented properly and all CV-related processes/strategies are accomplished ensuring timely and accurate compliance results;

2.Employs responsive mechanisms/strategies to address identified operations gaps;

3.Strengthens partnership with key Implementing agencies in facilitating compliance verification;

4.Develops and presents for approval the division’s annual work and financial plan;

5.Reviews and provides recommendations regarding personnel management functions, e.g., transfers, promotions, disciplinary actions, recruitment and selection, and performance management;

6.Disseminates communications to assigned personnel regarding directives, general orders, special orders, and standard operating procedures; ensure implementation of and adherence to all directives, general orders, special orders, and standard operating procedures;

7.Ensures professional development of employees within the division;

8.Formulates plans, coordinates, and executes division activities and projects;

9.Ensures that the technical assistance needs of the regions are met, particularly during the critical Compliance Verification process;

10.Ensures that proposed and approved Compliance Verification guidelines and system enhancements are consistent and do not conflict with current policies;

11.Acts as a resource person in activities wherein competence and expertise in Compliance Verification are needed;

12.Coordinates with other units to ensure the current Compliance Verification timeline progress is still on track and facilitates timeline adjustment when necessary;

13.Recognizes hazardous, discouraging, and stress-inducing elements in the division and formulates strategies on how to address them;

14.Coordinates with other units on issues brought to the division for appropriate action

15.Prepares communications addressed to field offices, other units within the department, and external parties;

16.Represents the division in meetings, workshops, conferences, and other activities when applicable; and

17.Performs other tasks assigned by the National Program Director/Manager or Deputy Program Manager.

8.Authenticated copy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and 

9.Performance Rating in the last rating period or its equivalent, if applicable.
