JOB DESCRIPTION

Performs desk review of applications and assessment visit to client Social Welfare and Development Agencies (SWDAs) and/or Service Providers (SPs). Conduct orientations and provide technical assistance to Standards Bureau’s counterparts, SWDAs, and SPs; and does other related work.

Functions and Responsibilities:

1.Provides comments/inputs to proposed bills and draft guidelines;

2.Prepares concept paper related to standards and regulatory services;

3.Conducts data gathering and research as inputs to the standards being developed;

4.Prepares project proposals and activity designs/matrix;

5.Facilitates and provides assistance in the conduct of orientations, consultations, roll-out and advocacy activities;

6.Facilitates or provides assistance in the pre-testing and pilot-testing of tools;

7.Facilitates and provides assistance in the monitoring, implementation and evaluation of policies, guidelines and standards along regulatory services;

8.Conducts assessment on registration, licensing, and accreditation of SWDAs, SPs and social welfare programs and services, public solicitation, and certification for duty-exempt importation of foreign donations, public solicitation and CSO accreditation;

9.Provision of technical assistance along registration, licensing and accreditation and other regulatory services;

10.Conducts monitoring of the sustained compliance of SWDAs along RLA, and those unregistered, unlicensed organizations and unauthorized public solicitation/fund drives in collaboration with the Field Offices;

11.Conceptualizes and designs Information, Education, and Communication (IEC) materials on the DSWD regulatory services for dissemination to various public or media outlets;

12.Assists in the management of complaints and information of cases against erring SWDAs, accredited service providers and individuals/organizations on DSWD’s regulatory guidelines and related laws, in collaboration with Field Offices, and Central Office Review Committee (CORC); 

13.Prepares relevant reports along regulatory services;

14.Serves as Secretariat in various Committees/Technical Working Groups; and

15.Performs other related tasks as may be assigned.

Job Outputs:

3.Certificate of Registration/Licensing/Accreditation/Authority to conduct National Fund Raising Campaign; and

4.Policies, guidelines, standards and tools, instrument as well as IEC materials along regulation and enforcement of compliance to standards of SWDAs and Service Providers.

Initial Shortlisting:

8.Authenticated copy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license; and 

9.Performance Rating in the last rating period or its equivalent, if applicable.
