PREFERRED QUALIFICATION STANDARDS

Education

:

Bachelor’s degree in International Studies, Development Communication, Public Administration, Economics, Statistics, Development Studies, Political Science, Sociology or Social Work–or other related and allied courses with emphasis on social development issues, international affairs, program management, project development, monitoring and evaluation, and research or a related field

Training

:

At least twelve (12) hours of training related to social protection or social development areas, international cooperation, international policies, planning, project management, data analysis and utilization, monitoring evaluation, research and technical writing

Experience

:

At least two (2) years of responsible and professional experience in management of mid-large size datasets; evaluation and analysis of data and available statistical materials; social development, planning, project management, research and evaluation, and international cooperation. Experience on handling social development and sectoral concerns (i.e. women, children, IPs, PWDs, elderly, etc.) an advantage

JOB DESCRIPTION

Under the general supervision of the Division Chief, provides support to immediate supervisor and/or section chief in performing functions in the monitoring and evaluation of DSWD programs, projects and services; provides necessary technical assistance to other OBSUs, Field Offices and external stakeholders along monitoring and evaluation; provides comments and inputs to various draft bills, guidelines, and international  resolutions and documents, and performs other related tasks assigned by supervisor from time to time.

Functions and Responsibilities:

1.Assists on the formulation and updating of DSWD's plans and policies;

2.Provides inputs on the monitoring mechanisms of the policy and plans of the organizations;

3.Reviews, validates, processes and analyzes data and reports on the DSWD's plans and policies;

4.Prepares periodic and special reports;

5.Processes and assists in the analysis of research and evaluation data;

6.Gathers primary and secondary data that can be used for policy research and program evaluation/studies;

7.Monitors the DSWD Strategic Performance Management System in the Division;

8.Assists on the provision of technical assistance to OBSUs, Field Offices and External Stakeholders along policy, planning, monitoring, reporting, research, evaluation, resource management and data governance;

9.Organizes, and/or participates in inter-unit/inter-regional/inter-agency bodies on SWD activities or in the provision of technical secretariat support;

10.Drafts Concept/Discussion/Policy Papers or Notes/Briefs identifying gaps and recommended actions relative to social welfare and development concerns;

11.Provides comments and inputs to various draft bills, resolutions, international documents, and internal policies or guidelines;

12.Attends to internal and external meetings, trainings or conferences as assigned by the Division Chief; and

13.Performs other related tasks as may be assigned and authorized.

5.Quarterly Statistical Reports

7.Consolidated and tabulated statistical and qualitative information (e.g., HPMES, IPREW, SWD Laws, R&E)

8.Consolidated and processed quantitative and qualitative data

9.Acknowledged submitted MOVs of CO-OBS and FOs in relation to DSPMS

10.IPC and IPCR

11.Documentation reports of technical assistance provided

9.Performance Rating in the last rating period or its equivalent, if applicable.
