JOB DESCRIPTION

The Administrative Officer II shall assist the Accountant III on the overall review and evaluation of the soundness, adequacy and application of accounting and other operating controls.  He/she is also responsible in the preparation of all disbursement, liquidation and accounting reports.

 

Functions and Responsibilities:

1.Review, analyzes, evaluate and process DVs/POs as to accuracy and completeness of supporting documents in compliance with COA Circulars;

2.Monitor and earmarks all disbursement vouchers with cash availability as basis of prior certification of Accountant;

3.Prepare journal entry vouchers for all financial transactions in the eNGAS as part of COA requirements;

4.Preparation and remittance of Monthly Remittance to Taxes Withheld from employees, suppliers and dealers;

5.Preparation of Monthly Report of Disbursement;

6.Preparation and remittance of Annual Information of Return Withheld on Compensation and Final Withholding Taxes;

7.Preparation and remittance of Annual Information of Return of Creditable Income Taxes Withheld (Expanded)/Income payment exempt from withholding tax;

8.Preparation of Quarterly Report of Salaries and Allowances;

9.Review and process liquidation reports as basis for cash advances of JJWC employees and fund transfer to other NGAs;

10.Review and initial all ADA to check accuracy of amount and attachments;

11.Render technical assistance on financial transactions/matters to RJJWC and other divisions;

12.Review and evaluate the soundness, adequacy and application of accounting and other operating controls;

13.Review computation of financial claims based on supporting documents;

14.Prepare summary of taxes withheld, statement of allotments, obligations incurred and balances, detailed breakdown of obligations incurred;

15.Review and initial disbursement vouchers, trial balance, and/or financial statements; and

16.Perform other tasks as may be assigned by immediate supervisor, Division Chief, Deputy Executive Director and Executive Director.
