PREFERRED QUALIFICATIONS (COMPETENCY-BASED)

Education

:

Bachelor’s Degree in International Studies, Development Communication, Public Administration, Economics, Statistics, Political Science, Sociology or Social Work-or other related and allied courses with emphasis on social development issues, international affairs, program management, project development and research for a related field

Training

:

Forty (40) hours of training related to social protection or social development areas, policy development, policy analysis, international cooperation, international policies, planning, project management, data analysis and utilization, monitoring evaluation, research and technical writing

Experience

:

At least two (2) years of relevant professional experience in any or in combination along the following areas: social development, planning, project management, research and evaluation, and international cooperation. Experience on handling social development and sectoral concerns (i.e. women, children, IPs, PWDs, elderly, etc.) an advantage

JOB DESCRIPTION

Provides technical support in the analysis of the current social welfare and development (SWD) and social protection policies as an input to policy enhancement and/or policy development; supports the preparation of the Department’s policy agenda based on mandate, vision, mission and goals; drafts position paper to various House Bills and other policy-related documents; participates in in-house/DSWD initiated research projects and activities as directed; provides technical assistance and secretariat support to inter-office and inter-agency committees and meetings; and perform other related tasks assigned by supervisor from time to time.

Functions and Responsibilities:

1.Implement the DSWD Policy Agenda;

2.Implement the DSWD Research and Evaluation Agenda;

3.Implement the DSWD Research Protocol;

4.Monitors implementation compliance of relevant social welfare and development policies and laws both at the national and local level;

5.Draft Concept/Discussion/Policy Papers or Notes/Briefs identifying gaps and recommended actions relative to sectoral or other social welfare and development concerns;

6.Provide technical support in the formulation and development of the Department’s policies along social and welfare development (SWD) and social protection;

7.Consolidates and prepares position papers on various proposed House Bills and similar policy recommendations and proposals on SWD and social protection;

8.Prepares research/project activity proposals;

9.Prepares reports with corresponding recommendations as basis for policy decisions;

10.Prepares Terms of Reference for Consultants/Firms along policy and research;

11.Performs technical assistance and secretariat support functions to inter-office and inter-agency committees;

12.Act as resource person at trainings and seminars;

13.Attend to internal and external meetings, trainings and conferences, as assigned by the Bureau Director or Division Chief;

14.Undertake official travel as authorized;

15.Performs other related tasks as required or assigned.

10.Communications, i.e. letter replies, transmittals, endorsements/referrals, acknowledgement, follow-up, memoranda; and

11.Highlights/Minutes of the Meeting.
