PREFERRED QUALIFICATIONS (COMPETENCY-BASED)

Education

:

Masteral degree in International Studies, Development Communication, Public Administration, Economics, Statistics, Political Science, Sociology or Social Work–or other related and allied courses with emphasis on social development issues, international affairs, program management, project development and research or any related field

Training

:

At least forty (40) hours training in management and supervision, technical training on social protection or social development areas, international cooperation, international policies, planning, project management, data analysis and utilization, monitoring evaluation, research, and technical writing

Experience

:

Four (4) years in position/s involving management and supervision particularly on social development, planning, project management, research, monitoring and evaluation, and international cooperation.

Job Summary:

Under direction of a Bureau Director, provides supervisory and technical services to the department in the areas of overall strategic and operational planning of agency programs and services, policy formulation, research, monitoring and evaluation and external relations. As division chief, manages and supervises division priorities, deliverables and functions based on division mandate and on the PDPB outcomes, and; does related work as required by the Bureau Director.

Statement of Duties and Responsibilities:

1.Leads in formulating and updating DSWD's plans and policies;

2.Leads and supervises the monitoring of the implementation of policy, plans and performance of the organizations in relation to national, regional and international commitments;

3.Leads the development, management and conducts of monitoring and evaluation activities for the 4Ps and other DSWD programs, project and services;

4.Leads the development of mechanisms for standard monitoring and evaluation systems for the 4Ps and other DSWD programs, project and services;

5.Assists the Director in building partnership with external partners on possible monitoring and evaluation projects;

6.Develops mechanisms for standard monitoring and evaluation systems for the DSWD programs, projects and services;

7.Spearheads the review and/or development of program logical framework, M&E plan, data collection tools for for the DSWD programs, project and services;

8.Spearheads the monitoring and evaluation of overall progress on achievement of results of DSWD programs, projects and services;

9.Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;

10.Leads the development of standards and assessment tools in the monitoring of program outcomes;

11.Spearheads the conduct of research and evaluation of policies/programs/projects/partnerships with development partners;

12.Leads the effective implementation of the DSWD Strategic Performance Management System;

13.Initiates, organizes and provides technical assistance on DSWD policy, planning, and research and evaluation;

14.Leads the development, updating and implementation of data governance framework;

15.Directly supervises the Division Technical Staff;

16.Attends to internal and external meetings, trainings or conferences as assigned by the Director;

17.Performs other tasks assigned by the supervisor from time to time.
