JOB DESCRIPTION 

Under immediate supervision, acts as the system administrator in facilitating the provision of communication load to all qualified officials and employees of the DSWD – Central Office; facilitates the payment of the communication load to all requirements of all Offices, Bureaus and Services; prepares monthly reports on the communication load issued; prepares draft memoranda/communications and project  proposals/terms of reference re: communication load allocation; prepares monthly summary of payments.

Functions and Responsibilities

1.Acts as the System Administrator of the E-Load System; responsible for the management and administration of the System to facilitate the provision/issuance of communication load requirements to all qualified officials and employees of the DSWD Central Office, based on existing guidelines;

2.Reviews all Distribution List/s submitted by the Offices, Bureaus and Services prior to approval and provision/issuance of the communication load;

3.Prepares memorandum/communications, project proposals and terms of reference relative to the implementation of the guidelines on allocations for DSWD personnel for mobile communications and data services;

4.Assists the Section Head in recommending policies and guidelines to address gaps and risks relative to the implementation of the DSWD QMS 9001:2015;

5.Sends advice of payments/proof of payments and details to telecommunication service provider/s;

6.Prepares monthly summary reports on communication load as supporting documents to facilitate the payment of the communication load issued to all qualified officials and employees based on existing guidelines;

7.Attends/facilitates requests for communication load from different offices, bureaus and services within the Central Office;

8.Provides technical assistance to different offices within the Central Office re: provision of communication load;

9.Coordinates with the telecommunication service providers through e-mails/telephone calls re: monthly communication load requirements and monthly payments; and

10.Performs other tasks and designations as may be assigned.

Job Output:

1.Monthly report on the communication load issued/provided;

2.Summary of Payments/Disbursement Report;

3.Communications/Memorandum prepared;

4.DSWD QMS 9001:2015 Requirements;

5.Proof of Payments; and

6.Project Proposals/Terms of Reference.

Initial Shortlisting:

Obtain 75% of the minimum total score of Education, Training and Experience (ETE) 

Maximum Total Score of ETE only - 60%

75% of 60 = 45%

Second Shortlisting:

Top five (5) highest rating but overall rating should not be less than 80%

 

If two (2) or more vacant positions with the same title and salary grade are published at the same time, and there is only one (1) longlist applicants provided by HRMDS, additional two (2) applicants for every regular position will be added to the top five (5) highest rating. However, all the additional shortlisted positions should meet the 80% cut off.

10. Performance Rating in the last rating period or any of its equivalent, if applicable.
