JOB DESCRIPTION

Under immediate supervision, it provides technical assistance needed in the development and management of SWD learning networks and partners as Learning Service Providers (LSPs) of Learning and Development (L&D), and Knowledge Management (KM).

Functions and Responsibilities:

Management of Partners

1.Identify partnership engagement opportunities and develop on the partnership engagement work plan;

2.Match potential partners with projects and devise short, medium, and long-term plans aligned to the Bureau's annual targets and plans in consultation with the supervisor;

3.Work on individual partnerships to arrange and hold partnership meetings, deliver administrative aspects of the partnership plans, support partnership managers as they review and appraise partnerships, and work with partners to deliver effective processes e.g. information sharing, and knowledge management assessment;

4.Collaborate with other Offices, Bureaus, Services, and Units on activities such as but not limited to MOU/A signing and other special events with partners in the provision of technical assistance and support for the successful implementation of the activity;

5.Undertake initial work associated with new partners applying to become Partners with the DSWD/SWIDB;

6.Establish partnerships with individuals/organizations/associations as SWD Learning Service Providers on Learning and Development (L&D) and Knowledge Management (KM);

7.Serve as Focal Person of the Bayanihang Bayan Program, ADSWI, US Peace Corps, and other partners;

8.Provide technical assistance to SWD partners, OBSUs, and Field Offices on partnership engagements along L&D and KM;

9.Develop proposal/design and deliver SWD capability building activities for partners;

10.Manage the conduct of capacity building activities with partners and target stakeholders; and

11.Develop strategies for the establishment of the management, and strengthening of the Social Welfare and Development partnership engagements/collaborative programs/ projects. 

Monitoring and Evaluation

1.Submit a consolidated report on the implementation of the partnership with individuals, organizations/professional associations;

2.Monitors SWD partners’ implementation of engagement per signed Memorandum of Agreement/Understanding of SWD L&D and KM;

3.Prepare the Division’s accomplishment reports, HPMES, and others; and

4.Evaluates the performance of partners to ensure compliance to set standards of SWIDB.

Policy and Plans Formulation

1.Provide comments/inputs on draft guidelines and other referred documents from OBSUs; and

2.Develop/enhance guidelines on networking and partnership between DSWD and SWD LSPs, and other SWD policies and guidelines.

Others

1.Perform other related tasks as may be assigned by the head of the Bureau.

Initial Shortlisting:

Obtain 75% or 45 points of the total score of Education, Training and Experience (ETE) 

Second Shortlisting:

Top five (5) highest rating but overall rating should not be less than 80%
