PREFERRED QUALIFICATIONS (COMPETENCY-BASED)

Education

:

Bachelor of Science in Social Work. Units taken in Master’s Degree in Public Administration, Psychology, Sociology, Women and Development, Social Work or other related and allied courses is an advantage.

Training

:

At least two (2) years’ experience in handling various Sectoral Programs and Gender and Development (GAD) work, policy formulation, program development, monitoring, technical assistance, and GAD Planning and Budgeting (GPB)

Experience

:

Sixteen (16) hours of relevant training in Sectoral Welfare Programs and Gender and Development (GAD)

JOB DESCRIPTION

Provide technical support to ensure the incorporation of gender mainstreaming to the social welfare and development (SWD) programs, reports, procedures, and policies of the Sectoral Programs of the Program Management Bureau in close coordination and per the directive of the Division Chief and the Unit Head assigned.  Formulate a GAD strategic plan per the result of monitoring the various programs and services, and develop recommendations to ensure the integration of gender perspectives into overall program implementation.

Functions and Responsibilities:

1.Initiate, coordinate and monitor gender mainstreaming initiatives of the Bureau’s various Sectoral Programs;

2.Lead in ensuring the integration of gender perspective in the Bureau’s various programs, other investment projects and policies through the conduct of consultations with the Offices/Bureaus/Services (OBS), FOs, stakeholders and partners;

3.Promote the participation of women, women’s groups and other sectoral groups in the preparation, implementation and monitoring of the Bureau’s GAD plans, programs and projects;

4.Recommend policies or actions that the Bureau and the Field Office may adopt to facilitate gender mainstreaming and promote women’s empowerment and gender equality;

5.Coordinate and lead the preparation and submission of GAD plan and budget (GPB) and GAD accomplishment report (GAD AR) of the PMB which shall be submitted to the GAD Chairperson of the Department through the GAD Secretariat of the PDPB;

6.Facilitate and coordinate with the program focal of the PMB, other national government agencies (NGA), particularly the Philippine Commission on Women (PCW), the academe and other training institutions to sustain the conduct of capacity development programs on GAD;

7.Promote and coordinate with the PMB’s Planning, Monitoring and Evaluation Unit (PMEU) and Field Offices for the system development, generation and use of sex-disaggregated data and gender statistics to come up with gender responsive evidenced-based programs and development plans;

8.Attend quarterly meetings and special meetings of the DSWD GAD TWG in Central Office and assist in the formulation, review and updating of the GAD indicators for the Department;

9.Provide venues for discussing gender issues and concerns along implementation of various programs, as well as in documenting the acknowledged good practices and experiences of the Bureau and the FOs on gender mainstreaming;

10.Strengthen institutional linkages with the national mechanisms (e.g. Inter-Agency Committee on Anti-Trafficking-Violence Against Women and Their Children (IACAT-VAWC), Inter-Agency Oversight Committee on Safe Spaces Act (IAOCSSA), National Steering Committee on Women Peace and Security (NSC WPS), Inter-Agency Committee on Diversity and Inclusion, (IAC DI) and GAD Focal Point Systems of the DSWD Field Offices, other Line Agencies, Academe, GAD Offices of LGUs, Donor Agencies and Civil Society, among others, in pursuing for GAD efforts;

11.Coordinate and assist national oversight agencies, particularly the PCW, NEDA, and DILG, in providing technical support in localizing the implementation of national laws, policies and programs governing GAD efforts; and

12.Prepare and submit reports on the status of the implementation of the Magna Carta on Women and other GAD initiatives following the guidelines set by the PCW and other government oversight agencies.
