JOB DESCRIPTION

Under the direct supervision of the Bureau Director/Assistant Bureau Director, oversees, plans, directs and supervises the overall operation and program implementation of the division including the provision of technical assistance, monitoring and evaluation of Field Offices (FOs), LGUs, NGOs and Peoples Organizations (POs) in the implementation of Social Welfare and Development Programs and Services; recommends training programs, strategies/approaches for more effective implementation and does other related work.
Conduct coaching and mentoring sessions between and among staff, as needed.

 

Functions and Responsibilities:

1.Oversees the efficient and effective implementation of program under the division;

2.Provides technical assistance, coaching and mentoring to program staff to ensure responsive monitoring of assignment/task being handled;

3.Executes policies and program standards;

4.Supervises section/unit/heads on administrative and program concerns;

5.Evaluates and submits reports for the Bureau and respond to urgent concerns;

6.Comments on draft policies and guidelines for program enhancement;

7.Recommends policy for development and research;

8.Innovates strategies to enhance technical assistance monitoring and advocacy efforts;

9.Prepares and submits feedback report for managerial actions and decisions;

10.Provides technical assistance and monitor to Field Offices in the implementation of Social Welfare & Development Program and Services, as may be required;

11.Maintain linkages/networking and coordination with LGUs, NGOs, POs, partner agency, service providers, and other stakeholders in the implementation of social welfare and development programs and services;

12.Acts as resource person;

13.Represents the Bureau Director/ABD in committee meetings, conferences and social welfare related activities as may be delegated;

14.Acts as Officer In-charge during official business and leave of absence of the Bureau Director/ABD; and

15.Performs other related tasks as maybe assigned.

Job Outputs:

1.Technical assistance plan and operations plan;

2.Periodic reports: monthly, quarterly, and semestral;

3.Policy guidelines relative to the program;

4.Inputs and comments on the memo drafted by concerned staff, Accomplishment Reports, etc.;

5.Feedback report on meetings and other related activities attended;

6.Compliance plans and reports; and

7.Correspondence/memo to concerned staff, as needed.

Initial Shortlisting:
