Preferably with at least four (4) hours training on human resource development, needs assessment, training course design/development, training administration, learning and development, facilitation, learning evaluation, data management, facilitation, program management

 

Experience

JOB DESCRIPTION

Under general supervision and with some latitude for the exercise of independent judgment, serves as training/L&D specialist, engaged in moderately responsible work pertaining to development, implementation, monitoring and evaluation, and continuous enhancement of learning and development programs/interventions for DSWD employees; requiring training and moderate experience and very broad knowledge on learning needs assessment and learning and development interventions and learning evaluation.

 

Functions and Responsibilities:

1.Acts as Lead Focal for the implementation of in-house trainings for DSWD employees for administrative and non-supervisory positions:

-Develop training/learning needs assessment (TNA/LNA) to identify CB program/L&D interventions suited to the needs of the target participants/group of people;

-Conducts TNA/LNA and prepares reports summarizing the finding as basis for the development of training modules or design suited to the identified gaps or need of target participants;

-Develops/enhances instructional materials and necessary visual aids appropriate to the topic and target participants;

-Prepares pre-,during-, and post-training documents and requirements;

-Acts as training team member or facilitator, or documenter during the actual conduct of training or LDIs organized by the Division/Service or as requested by OBS/FOs;

-Writes documentation and and executive summary report of training/CB programs/L&D interventions conducted by the Divison for reference/information of DSWD management and future similar activities;

-Maintains/updates database of LDIs, service providers, resource persons, facilitators and documenters;

-Prepares feedback reports, updates, accomplishment reports;

-Monitors submission of post-training requirements of employees;

-Administers Supervisor’s Feedback Questionnaire; and

-Prepares minutes of the meeting, memoranda, and other office communications.

2.Acts as a member of the Learning Management Team, as may be required i.e. training manager or resource speaker, or facilitator or document or technical support;

3.Performs tasks as part of designation to Technical Working Group of similar ad hoc committees; and

4.Performs other tasks as may be required by the Section Head, Supervising Administrative Officer, Chief Administrative Officer and/or the Service Director.

Job Output:

1.Training/learning needs assessment (TNA/LNA);

2.Report on needs assessment results;

3.External Local Specialized Training Calendar for DSWD Employees;

4.Special Orders on Authority to Attend Specialized Training;

5.Obligation Requests and Disbursement Vouchers for payment of specialized training fees;

6.Training proposals, designs, syllabus, and modules;

7.E-courses, instructional materials, and other KM/IEC materials;

8.Documentation and Executive Summary Report of Training/CB activities/Learning and Development (L&D) interventions conducted;

9.Database of External Local Specialized Training and other L&D interventions conducted;

10.Accomplishment reports (quarterly, semestral, and annual); and

11.Feedback report, minutes of the meeting, memoranda and other office communications.

Initial Shortlisting:

10. Performance Rating in the last rating period or any of its equivalent, if applicable.
