JOB DESCRIPTION

The Project Development Officer III, under the supervision of the Project Development Officer IV, is responsible for the monitoring and evaluation of the Risk Resiliency Program (RRP). He/she contributes in aligning and harmonizing the objectives of the RRP with strategic priorities and direction of the Department and the Cabinet Cluster on Climate Change Adaptation, Mitigation and Disaster Risk Reduction (CCAM-DRR). This is achieved through technical development project proposals and other pertinent documents; extends technical assistance to RRP Field Office implementers; and complies relevant baseline data including maps and monitoring tools for data banking. Furthermore, it creates and explores tools to effectively manage data and information, enabling efficient monitoring and assessment of the program for enhancement and appropriate actions.






Functions and Responsibilities:

1. Contributes in the development and enhancement of program manuals, project proposals for the continuous development of Risk Resiliency Program;

2. Provides technical assistance to RRP Field Office implementers to ensure the efficient and effective program implementation;

3. Creates new and curates existing tools to effectively manage data and information to enable efficient monitoring and assessment of the program for enhancement and other necessary actions;

4. Collects, prepares, manages, analyzes, and presents spatial and non-spatial data relevant with RRP;

5. Prepares periodic accomplishment reports and other required documentary and reportorial requirements;

6. Employs an evidence-based approach to identify weaknesses in the implementation and recommend improvements;

7. Liaises in meetings with external and internal stakeholders regarding concerns relevant to the program; and

8. Performs other related tasks as may be assigned by the supervisor.










Job Outputs:

1. Periodic physical, financial and other progress & terminal reports relating to RRP;

2. Reports for planning purposes of the Bureau;

3. Program quality assessments analysis and report;

4. Memoranda/letter, project proposal and other official communications;

5. Draft policy/guidelines;

6. Data collection and monitoring tools;

7. Technical assistance to stakeholders;

8. Capacity building;

9. External and internal representation with stakeholders; and

10. Information management.
