PREFERRED QUALIFICATIONS (COMPETENCY-BASED)

Education

:

  Bachelor’s Degree in Social Work; Post-Graduate or Master’s Degree of any   

  course on Social Science and Allied Profession an advantage

 

Experience

:

Two (2) years of relevant experience on social work administration, project/ program development and management, research, training development and administration, monitoring and evaluation, advocacy and networking, social marketing and media relations, ICT applications and operations

 

Training

:

Forty (40) hours of relevant training in the last five years on project/ program development and management, research, monitoring, evaluation, advocacy and networking. Sectoral related trainings on Family, Women, Youth, Children, Older Persons, Persons with Disability, Indigenous People and Internally Displaced Persons.  Training certificates must be consistent with the identified trainings indicated in the Personal Data Sheet.

JOB DESCRIPTION

Under the supervision of the Division Chief, the Social Welfare Officer III shall perform key roles in the preparation of situational analysis, in-depth desk review, project proposals, materials development, feedback report on demonstration/pilot testing activity and evaluation, and perform other related work.

Functions and Responsibilities:

1.Sectoral needs as basis for social technology development;

2.Participate in researches and evaluations for program development;

3.Conduct desk review/ review of related literature on emerging needs of the sector;

4.Prepare and submit pilot implementation guidelines;

5.Prepare activity proposal for the implementation of specific program/project e.g. capability building, FGD and consultation meetings based on approved concept paper and program design;

6.Co-facilitate conduct of pilot testing implementation, monitoring and technicaI assistance to DSWD Field Office/s and other stakeholders;

7.Prepare report documentation on pilot testing related activities i.e. capability building/consultation dialogue;

8.Co-facilitate conduct of social marketing and training/orientation for the institutionalization/replication of completed pilot projects;

9.Assist in the conduct of meetings and preparatory work for social marketing activities and national orientations;

10.Prepare documentation reports on trainings and activities;

11.Establish and maintain data banking on all projects pilot tested and completed;

12.Review, analyze and prepare technical papers and other documents;

13.Attend inter-agency meetings, both internal and external to the DSWD;

14.Prepares Work and Financial Plan, and ensure timely fund utilization; and

15.Perform other related tasks and special assignments.

Initial Shortlisting:
