JOB DESCRIPTION
Under the direct supervision of the Director of the Legal Service, accomplishing assigned administrative, technical and legal tasks and other related duties and responsibilities.
Functions and Responsibilities:
1. Prepares needed administrative and legal reports and other related documents;
2. Take action and/or prepare responses to queries and act on assigned complex legal issues, and prepares legal opinions on the same;
3. Research on laws, rules, issuances and jurisprudence and other related subject matter, and provide technical assistance to lawyers during legal conferences and litigation;
4. Provides technical assistance for sector-specific inputs and recommendations to manuals, guidelines, proposed legislations, among others relative to the management of residential care and non-residential facilities;
5. Consults and discuss with officials, employees and clients on issues affecting LS’ cases, duties and responsibilities;
6. Comments on the legality and appropriateness of contracts, deeds, memoranda, correspondences and related documents submitted to the LS;
7. Provides legal counseling to officials, personnel and clients; and
8. Does other related duties and responsibilities.
Job Outputs:
1. Administrative and Technical Reports – Legal Management and Assistance – and Accomplishments and other related duties and responsibilities;
2. Provision of Legal Opinions and Advice;
3. Review of Contracts/Agreements and Other Legal Documents; and
4. Draft Memoranda as well as Legal Documents and Instruments such as Contracts, Deeds, Memoranda, Correspondences, and Affidavits.

For vacant Division Chief positions only: Service Record and/or Certification with actual duties and responsibilities as certified by the Human Resource Management Officer or any authorized representative. (Note: Special Order or Designation Order should also be attached as additional supporting document/s);
9. Valid NBI/Police Clearance or proof of payment i.e. official receipt of the NBI clearance;
10. Authenticated copy of Civil Service Eligibility and/or Valid PRC ID /proof of payment or schedule of appointment for the PRC renewal license; and
11. Individual Performance Contract Rating (IPCR) in the last rating period or its equivalent for external applicants (Performance Evaluation/Appraisal) from the previous/current employer.
