PREFERRED QUALIFICATIONS (COMPETENCY-BASED)

Education

:

Graduate of Bachelor’s degree preferably in Psychology, Human Resource Management and Development, Industrial Relations and other relevant social sciences courses

Training

:

At least four (4) hours of training on human resource management and development particularly along employee relations and grievance management

Experience

:

At least six (6) months of relevant experience involving human resource management and Development particularly along employee relations and grievance management

JOB DESCRIPTION

Under general supervision and with some latitude for the exercise of independent judgement, performs somewhat difficult responsible professional work requiring training, moderate experience and a broad knowledge of employee relations, particularly grievance and complaint management. 


Functions and Responsibilities:

1. Act on grievances and human resource related complaints received through various modes to include Hotline 8888 and CSC Contact Center ng bayan and resolve the same within the appropriate time frame;

2. Serve as secretariat for the Grievance Committee at the Central Office:

-Draft notices/agenda and prepare other relevant documents (Special Orders, memorandum, etc.) to inform the members on the details of the meetings.

-Document the meetings and/or other activities of the Committee to highlight the major agreements and/or forward actions that must be undertaken.

-Develop and/or enhance internal rules of engagement/terms of reference, resolutions and appropriate policies as agreed by the body.

-Provide technical inputs and assist the Committee on matters affecting employee relations.

-Monitor agreements and commitments of the body.


3. Draft necessary concept notes, technical papers, evaluation reports and project proposals on employee relations, particularly in handling grievances and human resource related complaints;

4. Develop implementation plans, programs and activities to enhance the Grievance Machinery in the Department;

5. Coordinate with the CSC and other government agencies for matters pertaining to grievances and complaints; and

6. Perform other related tasks in the section and/or division, as may be assigned.

9. Valid NBI Clearance or proof of payment i.e. official receipt of the NBI clearance; 

10. Authenticated copy of Civil Service Eligibility and/or Valid PRC ID /proof of payment or schedule of appointment for the PRC renewal license; and

11. Individual Performance Contract Rating (IPCR) in the last rating period or its equivalent for external applicants (Performance Evaluation/Appraisal) from the previous/current employer.
