 We wish to inform you that DSWD Field Office VII, Cebu City has the vacant contractual position: Two (2) Social Welfare Officer IV (Contract of Service)   I.          TERMS OF REFERENCE                                                  Salary Grade                           :  SG 22 (Php 69,963.00)                                                   Status of Employment             :  Contract of Service                         Location/Office                        :  Field Office VII                                                               Program/Division/Unit             :  Pantawid Pamilyang Pilipino                                                                                              Program                                                      Reports to                               :  PDO V/PANTAWID RPC  II.         QUALIFICATION GUIDE                                                 Minimum Qualification:                                                      Education                           : Bachelor’s Degree in Social Work                                       Training                              : 16 hours of relevant training                                                 Experience                         : 3 years of relevant experience                  Eligibility                             :  RA 1080 RSW                                           Preferred Qualification:                        Education                         :  Bachelor’s Degree in Social Work                                        Training                            :  At least 24 hours of relevant                                                                                             training in Management and                                                                                             supervision, planning, organizing                                                                                     frontline services                                                                   Experience                       :  At least 3 years’ experience in                                                                                          community organizing,                                                                                                      case management                                                                 Eligibility                           :  RA 1080 RSW     III.        JOB DESCRIPTION:     1.     Reviews and provides inputs and recommendations to proposed activities and budgetary requirements at Provincial Level: Monitor and ensure utilization of budget based on WFP; Checks and evaluates the resource requirements of provincial operations (personnel, materials and logistics), follow ups with concerned units, coordinates with field staff and allocates resources accordingly.2.     Interpret and execute implementation of program policies and guidelines including NPMO and RPMO Instructions and advisories.3.     Provide technical assistance and supervision to cluster or operations staff through consultation, meetings, dialogues, case conferences and conduct of spot and mentoring to field implementers in the performance of their tasks and functions and achievement of deliverables (case conferences can be assigned to SWO III)4.     Monitor and Supervise the systems operations at the provincial clusters and provide technical assistance to SWO III particularly on the timely delivery of systems related concerns, timely response to documents and requirements of the key systems e.g. timely and complete submission of update form; dissemination, completion of CVS forms by partner agencies and stakeholders: retrieval and submission to RPMO and response to queries and complaints and validations of GRS cases and conduct of cash grants releases. 5.     Review and monitor the consolidated updates/reports on provincial caseload (also as follows: a.     Registration and Enrollment-Ids, Oath of Commitment & LBP forms b.     Household data updating c.     Verifications of Compliance-households, children, schools and health centers covered in the conduct of verification: d.     Updating of library of schools and health centers in coordination with the ITO: e.     Grievances and complaints received, responded and resolved.   6.     Review and submit periodic reports on the accomplishments and issues encountered by provincial clusters and provide appropriate recommendations. 7.     Checks and provides technical assistance to subordinates to ensure functioning of all advisory committees and action team in the province (Municipal/Local/Provincial Advisory Committees, Municipal/Local/Provincial Action Teams; Evaluates program situation in the province and conducts consultative meetings and communicates with stakeholders' counterparts to discuss provincial program situation. Issues and concerns and seek their involvement in the resolution of such and promotion of the program specifically on meeting the supply side requirements, advocacy and convergence thrusts including tapping and mobilization of community resources: stablish and strengthen partnership with LGU, CSO, BGO, etc. for program implementation and resource mobilization.   8.     Regularly checks the performance of provincial operations /staff and conducts consultations meetings , dialogues, case conferences to discuss operational targets, performance and policy concerns and issues, and provides advise and technical assistance to staff; Coordinates the attendance of provincial staff in meetings, training and development activities; Conducts performance evaluations of provincial staff in meetings, training and development activities; Conducts performance evaluations of provincial operations/staff and follow ups on outputs and deliverables, and provides input to program enhancements;  9.     Attends meeting at field office to discuss operations and administrative plans, policies performance, issues and concerns.  10.  Discusses with team members individual and team concerns and issues at the sub cluster and cluster levels, provides counseling and assists them in resolving issues 11.  Conducts performance evaluation of POOTWG staff and Field Staff.12.  Perform other tasks that may be assigned related to the program13.  Manage workforce and facilitate staff related concerns (including staff compliments, performance commitment, and appraisal)                 Applicants should be guided by the following Criteria for Evaluation:             CRITERIA EQUIVALENT RATINGEducation (E) 25\%Training (T) 10\%Experience (E) 25\%Written Examination: Initial Qualifying Test 10\%Special Exam (Technical) 15\%Competency-based Interview 10\% IPCR or any related Performance Assessment Review 5\% TOTAL 100\%              Complete details of the Competency-Based Job Description for the aforecited position shall be accessed through the DSWD Job Portal at https://jobs.dswd.gov.ph/   This office highly encourages interested and qualified applicants including persons with disability (PWD), members of indigenous communities and those from any sexual orientation and gender identities (SOGI) for there shall be no discrimination in the selection of employees on account of gender, sexual orientation, civil status, disability, religion, ethnicity, or political affiliation.
