1. Knowledgeable on pertinent rules, regulations and laws on accounting, auditing and internal control rules and regulations;
2. Proficient in MS Office System and other reportorial techniques;
3. Able to work harmoniously, competently and effectively even under pressure;
4. Highly motivated with positive attitude and problem solving approach, flexible and with initiative;
5. Be able to work beyond office hours, if needed, and can work under pressure, with maturity to accomplish tasks;
6. With excellent oral and written communication skills as well as analytical skills; and
7. Set an example to attendance and punctuality.
JOB DESCRIPTION
Assists the Accountant III in the supervision and review of the activities of Accounting Division and the staff involved in the recording of financial transactions and preparation of financial reports to be submitted to the oversight agencies; prepares various management reports to be used for decision making; assists in the overall supervision and provides technical/professional expertise in the Accounting Division of the DSWD; and does other related works.
Functions and Responsibilities:
1. May act as officer-in-charge whenever the Accountant III on official business/travel, and on official leave of absence;
2. Review and endorse letters, and memoranda;
3. Recommend necessary tools, guidelines and policy on the improvement of financial reporting;
4.Review, verify, analyze and reconcile Central Office and Field Offices financial reports for consolidation per fund cluster;
5. Monitor compliance of reports submission of the Field Offices;
6. Provide technical assistance regarding noted observation in the FOs submitted financial reports;
7. Prepare/draft guidelines, procedures to Field Offices for the improvement of government accounting systems of the Department;
8. Supervise and ensure accuracy and completeness of report preparation, consolidation and submission of CO and FO consolidated financial reports;
9. Review and approve journal entry vouchers;
10. Review and approved Disbursement Vouchers (DVs) on concerned transactions as to completeness of supporting documents and amount to be claimed;
11. Ensure accuracy of financial reports as well as other reports for budget hearing purposes; and
12. Performs other tasks that may be directed by the Accountant III, Chief Accountant and the FMS Director.
Job Outputs:
1. Regular assessment of reports on the office rules and procedures with recommendations;
2. Financial management tools, policy and guidelines;
3. Consolidated financial reports (Central Office and Field Offices);
4. Performance contracting and assessment of staff;
5. Capacity and capability building plans for the section;
6. Memoranda and letter within the prescribed deadline;
7. Financial reports as well as other report for budget hearing purposes;
8. Journal Entry Vouchers;
9. Technical assistance on accounting issues and concerns to different OBSU as well as to FOs;
10. Feedback reports on attendance to various meetings; and
11. Certified Disbursement Vouchers (DVs) on concerned transactions.

10.Scanned copy of NBI Clearance or proof of payment i.e. official receipt of the NBI clearance; and
11.Scanned copy of Individual Performance Contract Rating (IPCR) in the last rating period or its equivalent for external applicants (Performance Evaluation/Appraisal) from the last/current employer.
