JOB DESCRIPTION

Responsible in the management and monitoring of social service delivery and implementation appropriate to the beneficiary situations using case management approaches and tools towards improvement of well-being and eventual graduation from the Program and follow-through services at the local government through enhanced referral system and convergent actions and mechanisms.

Functions and Responsibilities:

1.     Oversee the day to day operations of the Social Services Delivery and Management Division;

2.     Ensure facilitation of management and monitoring of delivery of social services to beneficiaries at the regional level;

3.     Maintains an awareness of potential high-risk practices and situations and appropriately identifies responds and alerts others to risk and issues as they develop;

4.     Evaluates performance by reviewing programs toward goals and operational plan and makes adjustment as needed;

5.     Oversee the conduct of case management monitoring, review and evaluation;

6.     Manage the conduct of inventory of caseloads and facilitate beneficiary graduation from the Program;

7.     Oversee implementation strategies and/or strengthen mechanisms in building secure sustainable and resilient pathways for the transitioning/exiting households;

8.     Coordinate responses and conduct technical assistance (TA) with NPMO Divisions, other OBSUs within DSWD, and other entities to the implementation concerns in relation to social services delivery and management;

9.     Submit regular or periodic report to the National Program Manager and immediate report including the proposed immediate actions to any urgent program issues that may arise covering the social services delivery and management;

10.  Attend the regular and important meetings required by the management and in case of absence, ensure to designate a personnel/focal person in behalf of the Division if necessary;

11.  Develops the roadmap for the project guided by concepts in the project cycle, logical framework and similar project management approaches;

12.  Develop a procedure and establishes a system such as project database and project reporting mechanism for meeting the information and communication needs of various stakeholders;

13.  Undertakes project implementation review and impact assessment to assess the appropriateness and sustainability of DRRM and CCAM PPAs; and

14.  Perform other necessary tasks that may be assigned by the National Program Manager
