Education          :  Bachelor's degree in Finance, Accounting, Applied Mathematics,

                             Statistics, Economics, Development Studies, Research or

                             equivalent combination of education, certification and experience.

                             Enrolled/ attained units in Law will be prioritized

Experience        :  At least one (1) year supervisory and two (2) years of work-related

                             experience in planning, budget management, policy writing and/or

                              research in development and government work

Training           :   At least eight (8) hours of relevant training in planning, statistics,

                            and/or market research

Job Summary:

Under the supervision of the NPM, its key roles is to supervise the Planning, Finance, and General Administration Section of EPAHP-NPMO and shall monitor the finances of EPAHP in ensuring that EPAHP WFPs, policies, and guidelines are executed by the EPAHP Partners. The PDO III shall develop, implement, and monitor the EPAHP capability building and development plan for both the implementers and the program participants in the regions as well as perform all the human resource and management, administration, and procurement-related functions. Further, the PDO III shall lead in the planning of the operations and functions of the office for the whole year.

Job Outputs:

1.    Work and Financial Pan (WFP);

2.    Project Procurement Management Plan (PPMP), and Annual Procurement Plan (APPs);

3.    Disbursement Plan;

4.    Budget Utilization Reports, Technical Reports and Feedback Reports;

5.    Statistical Analysis Report, whenever necessary, to come up with enhancement of existing guidelines and/or policies

6.    Capacity Building and Development Plan;

7.    Monthly, Quarterly, Semestral, and Annual Capability Building Reports

8.    Harmonized Planning, Monitoring, and Evaluation System

9.    Ease of Doing Business compliance and reportorial

10.  Risk Management Compliance

Primary Tasks:

1.    Gathers needed information and statistics from different unit necessary in the development of position paper and/or project plan/ programs/ reports/FOI replies etc.;

2.    Assists the Section members, Project Development Officer IV, and the National Program Manager in developing project plans or program whenever necessary;

3.    Prepares preliminary evaluation of all reports received in the progress of project to come up with suggestion to enhance office performance through enhancement of policies/guidelines;

4.    Ensure the preparation of the EPAHP national WFP and monthly disbursement plan (MDPs) for a full calendar year;

5.    Provide technical assistance in the regional work and financial planning and monthly disbursement planning, in coordination with other units and the EPAHP-RPMOs

6.    Review availability of funding and approve budget revision requests of concerned offices;

7.    Analyze scheduled and special reports, analyses, and feasibility studies such as annual data summaries and program status reports vis-à-vis the work and financial plan and the MDP

8.    Lead research and analysis to evaluate budget programming and develop recommendations for a more cost-effective organization or funding mechanisms;

9.    Generate reports regarding the preparation of budgets to the EPAHP-SC and impact of one budget on another in the preparation of budgets;

10.  Coordinate with the EPAHP-RPMO Finance Focals and analyzes actual budget utilization data from the EPAHP-RPMOs as input to budget programming;

11.  Perform budget secretariat functions for the EPAHP-SC;

12.  Advise the EPAHP-SC on major budget matters;

13. Liaise with the accounting and budget units of the DSWD-CO;

14. Supervise the progress of the EPAHP WFP and MDP;

15. Lead in the office's establishment/compliance to HPMES, EODB, RMO, Citizen Charter, PGS, SOP, and ISSO.

16. Guide basic budgeting and government accounting and auditing manual for other EPAHP technical staff:

17. Prepare a capability building and development guideline for the EPAHP stakeholders which includes but not limited to Capacity Development and Implementation Plan, Term of References, Training Designs,

18. Prepare pertinent documents, and reportorial requirements regarding administration, and human resource and management concerns; and,

19. Perform other related tasks that may be assigned from time to time by the designated NPM.
