PREFERRED QUALIFICATIONS (COMPETENCY-BASED)

Education

:

Bachelor's degree preferably in Management, Entrepreneurship, Development Studies, Social Sciences or any business-related course

Experience

:

At least 2 years experience in development-related projects involving project management, community organizing, community-based microenterprises, capability building activities, and partnership engagement.

Training

:

At least 8 hours relevant training in project management, social entrepreneurship, business plan development, business operations, community development and/or strategy development and implementation.

Additional Competencies:

Computer literate with advance knowledge on MS Office applications, capable of writing technical reports with moderate guidance, and with knowledge on accounting, statistics, and project management.

JOB DESCRIPTION

The Project Development Officer III shall act as a Process Monitoring Officer who shall provide direct technical assistance to field staff in relation to the implementation of the Sustainable Livelihood Program. This entails close coordination with the designated Field Offices (FOs) and its different units to ensure that the thrusts, directions and targets of the program are delivered.

Functions and Responsibilities:

The Process Monitoring Officer, PDO III are technical specialists who shall monitor the following:

1.      Execution of the different SLP stages as indicated in the SLP guidelines and from time to time, provides necessary technical assistance to the RPMO that will help them execute properly the SLP process. Basing from the result of the monitoring, the Process Monitoring Officer shall identify recommendation along program implementation, policy enhancements, among others;

2.      Monitor the implementation of the special projects lodged in the FOs in terms of process, fund utilization and monitoring of physical accomplishments with the following tasks:

·        Identify recommendations along project implementation;

·        Prepare a monitoring and technical assistance plan for regional offices;

·        Assists the Field Offices in the processing of various documents submitted to the Central Office by ensuring compliance to the prescribed turn-around time in the processing of requests and clarifications;

·        Analyze field performance and accomplishments, and use data analysis in preparing and implementing appropriate technical assistance interventions; o

·        Prepare technical reports based on monitoring regional performance and accomplishments;

·        Coordinate with the different units of SLP NPMO to ensure the implementation of the various tasks related to the mandate of the Program;

·        Review the Sustainable Livelihood Program documents on a periodic basis to determine whether the existing policies are still applicable and responsive to field contexts.
