SOCIAL WELFARE OFFICER IV

Place of Assignment     :            Standards Compliance Monitoring Division
CSC PRESCRIBED QUALIFICATION STANDARDS
Education        : Bachelor's Degree in Social Work
Experience       :  Three (3) years of relevant experience
Training            :  Sixteen (16) hours of relevant training
Eligibility           : RA 1080 (Registered Social Worker)
PREFERRED QUALIFICATION STANDARDS
Education        : Bachelor’s Degree in Social Work preferably with Master’s degree units in Social Work or other related field in Social Science
Experience       : At least three (3) years of experience in government/ private organizations implementing regulatory services, monitoring and evaluation:
A. Working with Residential/Community-based programs and services;
B. Experience in collaboration and networking with NGOs, LGUs POs and NGAs.
Training            : Sixteen (16) hours of training along the following areas:
A. Case management, relevant laws and policies on Children, Women, PWDs, OPs and Families;
B. Policy/Program development, research, technical writing skills and data base system.
Eligibility           : RA 1080 (Registered Social Worker)
Additional Competency
• Proficient in MS Office Applications (Word, Excel and PowerPoint)
• Has a good oral and written communication skillsÂ
Functions and Responsibilities:
1.    Function as Section Chief of the Standards Compliance Monitoring Division;
2.    Provides technical assistance to FOs and intermediaries relative to regulatory services of the Bureau;
3.    Handles cases of complaints against SWDAs and service providers per existing guidelines;
4.    Identifies gaps in the implementation of policies, rules, regulations on SBs regulatory services;
5.    Drafts policies/guidelines/tools along regulatory services;
6.    Acts as resource person on topics and issues affecting the regulatory services;
7.    Supervises work assignments of supervisees and provide technical assistance;
8.    Reviews, analyses and provides inputs on reports/communications submitted by the supervisee;
9.    Prepares and submits relevant reports with analysis as the case maybe;
10. Identifies/recommend good practices of SWDAs for possible replication based from the existing DSWD Knowledge Management guidelines;
11. Prepares work and financial plan, activity/project proposal and other budgetary concerns;
12. Performs other related tasks as may be assigned.
