Training             :  Twenty-four (24) hours training on RA 9184 and its 2016 Implementing Rules and Regulations (IRR)

JOB DESCRIPTION

The Administrative Officer IV (AO IV) will be assigned at the Procurement Management Service (PMS) – BAC Secretariat to act as Procurement Officer.

PRIMARY TASKS

1.   Ensure that the conduct of pre-procurement conference, pre-bid conference, bid opening and all other activities of the DSWD Bids and Awards Committee (BAC) are in accordance with the implementing guidelines of the Government Procurement Reform Act as well as with the procurement guidelines of International Financing Institutions;

2.     Ensure an organized and systematic conduct of pre-procurement, pre-bid and bidding conferences, BAC meetings through the following tasks/activities:

a.      Plan and schedule BAC activities and inform all BAC members of said activities;

b.      Impose strict compliance on date and time of bid invitations, publishing and opening, acceptance of bid proposals and quorum/attendance of BAC members and their alternates;

c.      Assist in bid openings and readings of bid proposals; and

d.      Record and document meetings, pre-procurement, pre-bid and bidding conferences.

3.     Create and assist the designated Technical Working Group (TWG);

4.     Tabulate and endorse bid evaluation results;

5.     Prepare Bids and Awards Committee (BAC) resolutions;

6.   Conduct research pertaining to issuances, updates, guidelines, and legal opinions in relation to the implementation of the procurement law;

7.     Prepare and submit periodic reports to be submitted to oversight agencies, stakeholders, among others;

8.     Maintain and updates the Annual Procurement Plan of DSWD;

9.     Prepare BAC replies to Motions for Reconsideration as well as other communications;

10. Provide Technical Assistance to OBSUs/ FOs/ Suppliers on the Core Mandates of Procurement Management Service and Procurement Process; and

11.  Perform other related functions as maybe assigned by the Head of Office.
