PREFERRED QUALIFICATIONS
Education        : Bachelor's degree in Social Work; Registered Social Worker (RSW)
Experience     :  At least 4 years (cumulative; minimum of two (2) years for each area) of supervision/ management experience
§ In position/s involving managing or supervising an organizational unit, team and/or project/program
§ In position/s involving the development of and management/facilitation of capability building (CB) activities to include designing of CB activities, conduct of training needs assessment (TNA) and/or training evaluations
JOB DESCRIPTION
Under the direction of Bureau Director (BD) and with some latitude for the exercise of independent judgement, serves as head of a division in SWIDB. Incumbent shall be engaged in varied work requiring program development, training and considerable experience, and demonstrated capacity in any or all of the following areas:Â
-Â Â Â Â Â Â Â Office management and staff supervision; preferably team management
-Â Â Â Â Â Â Â Development (designing, implementation, management, evaluation) of capability building programs including instructional/learning materials developmentÂ
Incumbent is expected to act as Officer in Charge (OIC) of SWIDB, interact with staff and superiors on a regular basis, coordinate with personnel from DSWD Office/Bureau/Service (OBS) nationwide and also with other organizations such as representatives from Local Government Units (LGUs), NGOs, Donors (foreign and local), among others.
Functions and Responsibilities:
As Supervisor and its associated tasks
1.    Supervises, monitors and evaluates implementation of programs/interventions initiated by Division or Bureau to ensure outputs and objectives are met;
2.    Reviews and monitors Division’s WFP including targets, schedules and performance metrics for timely implementation;
3.    Reviews, develops and/or recommends internal work processes, guidelines, standards, policies and procedures to enhance existing systems in the Division;
4.    Recommends actions or measures to Bureau Director and/or other DSWD Authorities when applicable, to address issues, challenges and gaps observed in programs, activities and projects, and/or interventions implemented by the Bureau;
5.    Provides technical assistance (TA) to FOs, LGUs and other stakeholders along key result areas (KRAs) of Division or Bureau; Acts as Resource Person/Learning Facilitator on topics along areas of expertise and Bureau’s KRAs;
6.    Reviews and submits comments/inputs to Department guidelines, legislative agenda, bills and other local and international instruments/documents on proposed policies, guidelines and/or laws, to which inputs of Division/Bureau is being requested; and attends meetings and participates in committees (internal to DSWD or inter-agency) requiring representation from SWIDB as needed;
7.    Plans and conducts staff meetings to discuss, monitors, or resolve matters/issues/deliverables of the Division; Submits Division’s reportorial requirements on agreed timeline; and
8.    Perform other related tasks.
Job Outputs:
1.    Program planning including work and financial plan (WFP) of Division (a result of planning, programming and work distribution);
2.    Review and enhance, supervise and manage work outputs of staff (entails managing performance of staff, coaching/mentoring, etc.)
3.    Provide superiors with recommendations/proposals on policies, plans, programs along key result areas of Division or Bureau or along specific assignments;
4.    Provide inputs, comments/enhancement to proposed policies, procedures, activities along KRAs of SWIDB to other offices (internal and external) as needed;
5.    Staff development interventions (providing opportunities to develop competencies);
6.    Assessment of team and individual staff members’ performance and work outputs.
