CSC PRESCRIBED QUALIFICATION STANDARDS

Education          :  Bachelor's degree in Social Work

Experience        :  Four (4) years of supervisory/management experience

PREFERRED QUALIFICATIONS

Education          :  Bachelor's degree in Social Work; Registered Social Worker (RSW)

Experience     :  At least 4 years experience in managing or supervising an organizational unit, team, or program/project engaged in development work, preferably in government setting

-        In position/s involving the development of knowledge products and services, KM policies and guidelines; establishments of KM systems, management of Communities of Practice, learning facilities, KM portal and other KM mechanisms 

Training          :  At least forty (40) hours of training (cumulative) in any or all of the following areas: Management and supervision, and preferably with training on the following: Knowledge Management (KM), KM mechanisms, knowledge products and services (KPS) facilitation and learning materials development

JOB DESCRIPTION

Under the general supervision of BD/ABD and with some latitude for the exercise of independent judgement, serves as head of a division in SWIDB engaged in varied work from administration/management of the division to technical work pertaining to KM mechanisms, learning systems, knowledge sharing and collaboration, office and staff management, relationship management, good practice documentation, and organizational development.

Functions and Responsibilities:

For the Division

1.      Oversees the implementation of Division’s programs, projects, and activities (PPA’s) to ensure that the outputs are delivered and objectives are met;

2.    Monitors the division WFP including targets, schedule, and performance indicators to ensure timely implementation;

3.      Reviews and provides technical inputs and/or initials/signs the reports, draft guidelines/ policies, and all other documents/outputs prepared by the Division staff;

4.      Submits the Division’s reportorial requirements per agreed timeline;

5.      Communicates relevant and appropriate information to staff on a regular basis, such as monthly meeting to discuss individual and team deliverables, performance standards, core processes and procedures, and other matters;

6.      Assesses and improves core work process, guidelines, standards, policies, and procedures to enhance the existing systems in the division;

7.    Assesses capabilities of staff and provides training, coaching, mentoring and other developmental strategies to hone the competencies of staff supervised;

8.    Monitors and evaluates the performance of the staff against deliverables and other performance measures to determine areas of improvement;

9.      Prevents or resolves conflicts and other challenges encountered by the division/team;

For the Bureau, Department and Other Stakeholders

1.  Provides technical assistance to DSWD Offices/Bureaus/Services/Field Offices (OBS/FOs), local government units (LGUs) and other stakeholders along Bureau/Division’s KRAs;

2.     Reviews and submits comments/inputs to Department guidelines, legislative agenda, bills, and other local and international instruments/documents on proposed policies to which the input of the Bureau/Division is being requested;

3.    Recommends actions or measures to the Bureau Director and/or other DSWD Authorities when applicable, to address issues, concerns, challenges, and gaps observed in PPAs and interventions implemented by the Bureau/Division;

4.     Acts as a Resource Person on topics along areas of expertise and KRAs of the Bureau;

5.   Attends meetings and participates in committees (internal to DSWD or inter-agency) requiring the representation from the Bureau as  needed;

6.     Manages or supervises learning facilities that may be established; and

7.     Performs other related tasks.

1.     Division’s Work and Financial Plan (WFP)

2.     Consolidated Bureau/Division’s Quarterly and Annual Accomplishment Report;

3.     Division’s Office Performance Contract and Rating;

4.    Proposals and recommendations on plans, policies, business process, and programs relative to the Department’s organizational outcomes, Bureau/Division’s mandate and key result areas (KRAs);

5.   Monitoring and assessment of team and staff performance, and their work outputs/deliverables (e.g. performance management, coaching and mentoring); and

6.     Staff development interventions for their professional growth and competency development.
