PREFERRED QUALIFICATION STANDARDS

Education

:

Bachelor�s degree relevant to the job, specifically on Computer Science, IT related courses; with Civil Service Eligibility � 2nd level.

Experience

:

Two (2) years of relevant experience on Systems Analysis Design and Development, Database Management application and administration, Web Systems Design and Development, and Information Management and Analysis, ICT service management, and other relevant experiences in the implementation of DSWD-DRRM programs, projects and activities (PPAs), DRRM policies & guidelines. At least one (1) year experience in front-end and back-end programming.

Training

:

Forty-eight (48) hours of relevant training preferably on Systems Analysis Design and Development, Database Management, Web Systems Design and Development, and Information Management and Analysis

JOB DESCRIPTION

The Information Technology Officer II (ITO II) is primarily responsible in the development of the systems / software related to DVAPP; closely collaborates with the DVAPP Project Manager on the IT-related project functioning; and with the ITO I to discuss, analyze, identify interoperability requirements and address or resolve usability issues.�

PRIMARY TASKS

1.Develop systems / software for the proposed DVAPP prediction and preparedness system.

2.In collaboration with ICTMS, manage database administration of the DVAPP to ensure database security, monitoring and troubleshooting, planning for future growth and its constant availability as needed.

3.Collaborate with the DVAPP ITO I to analyze, facilitate, identify interoperability requirements and address or resolve usability issues.

4.Secure, update, and maintain the DVAPP databank which includes the family profiles, for easy monitoring of status

5.Identify potential problems on database management and recommend solutions to the Project Manager

6.Evaluate and pilot technologies prior to major investment or deployment

7.Attend training and collaborate with partner agencies / resource providers relative to the implementation and utilization of the online beneficiary registration and verification; towards utilization of the system in distribution planning and management, monitoring and reporting.

8.Assist in the setting-up and installation of roaming server within DSWD Central & Field Offices

9.Ensure utmost safety and security of all equipment, hardware and software being utilized by the project in all its stages of implementation.

10.� Assist the DVAPP ITO I and provide needed technical assistance and resource augmentation during project implementation; and in the project end monitoring and evaluation

11.� Document application and web site changes or change procedures.

12.� Test new software packages for use in web operations or other applications; test backup or recovery plans regularly and resolve any problems.

13.� Update job knowledge by tracking emerging internet technologies and participate in learning opportunities.

14.� Execute daily backup of the project website

15.� Perform other project-related tasks that may be assigned from time to time by the immediate supervisor and/or higher authorities
