PREFERRED QUALIFICATIONS

Education

:

Bachelor’s degree in Social Sciences, Development Studies, Economics, Sociology, Statistics, or any other allied field

Experience

:

At least 2 years of experience in implementing and managing research projects. Experience in both qualitative and quantitative methods as well as working in a government setting preferred. Must be amenable to going on official travels as required.

Training

:

At least 40 hours of relevant training or exposure to activities related to research methods/tools, project management, social development, policy, or any sectoral concerns (e.g. women, children, PWDs, elderly, IPs, etc) an advantage.

JOB DESCRIPTION

Conceptualize research studies on social welfare and development, prepares research/activity proposal for the drafting of data gathering tools, data collection, consolidation and analysis, drafts data gathering instruments/tools appropriate for specific types of research, participates in actual in-house/DSWD-initiated research projects and activities as directed, provides necessary technical assistance to other OBSUs, Field Offices and external researchers in line with research development and implementation, provides comments and inputs to various draft bills, guidelines, and international  resolutions and documents, and performs other related tasks assigned by supervisor from time to time.

PRIMARY TASKS

1.    Implement the DSWD Research Protocol

2.    Conceptualize research studies on social welfare and development

3.    Prepares research/project activity proposals

4.    Drafts data gathering instruments/tools appropriate for specific types of research projects/activities

5.    Conducts data gathering/field work (e.g. interviews, focus group discussions, surveys) as needed

6.    Prepares reports with corresponding recommendations as basis for policy decisions

7.    Prepares Terms of Reference for Research Consultants/Firms

8.    Acts as liaison between Research Consultants/Firms and DSWD OBSUs on project-related matters, ensuring that they are assisted properly

9.    In charge of the development and publication of the Social Welfare and Development Journal

10.  Draft Concept/Discussion/Policy Papers or Notes/Briefs identifying gaps and recommended actions relative to sectoral or other social welfare and development concerns; 

11.  Provide comments and inputs to various draft bills, resolutions, international documents, and internal policies or guidelines 

12.  Provide technical assistance to other OBSUs, Field Offices and external researchers as needed

13.  Acts as resource person at trainings and seminars

14.  Undertake official travel as authorized

15.  Performs other tasks assigned by the supervisor from time to time.
