PREFERRED QUALIFICATIONS
Education | : | Bachelor’s degree in Public Administration, Economics, Statistics, Community Development, Development Studies, Social Sciences, Social Work, or other related and allied courses with emphasis on social development issues, program management, project development and evaluation studies. |
Experience | : | At least two (2) years of relevant professional experience in any or in combination along the following areas: social development, planning, and monitoring. Experience in areas of social, economic, environment and/or humanitarian spheres relative to program monitoring, coordination, or related fields. |
Training | : | At least 40 hours of training related to planning, monitoring, project management, and/or other related subjects. |
JOB DESCRIPTION
Under the direction of the Division Chief, the Planning Officer III provides technical assistance and support in line with planning and monitoring of the Department’s plans and programs aimed at improving performance delivery. He is tasked to monitor and report the implementation of the Department’s plans and agency performance commitments, reporting and data management along PDPB standards on data generation and utilization. In addition, he/she performs technical secretariat functions on sectoral concerns and prepare special reports to oversight/other agencies and organizations.
It is the responsibility of the Planning Officer III to ensure deliverables are submitted on time and follow the prescribed formats and requirements of all necessary reports.
PRIMARY TASKS
1. Lead in the formulation and updating of the Department’s strategic plan, annual thrusts and priorities, sectoral plans, and annual work and financial plan;
2. Monitor and report on the implementation of the Department’s plans and agency performance commitments;
3. Monitor the implementation of the harmonized planning, monitoring, and evaluation system;
4. Provide technical assistance on planning, monitoring, reporting, and data management along bureau standards on data generation, utilization, and reporting across divisions, offices, bureaus, and services (OBS) of the DSWD and its Field Offices.
5. Perform technical secretariat functions on Office Performance Contracting/Review (OPC/R), Annual Report Committee, Sectoral and Gender Mainstreaming through GAD Technical Working Groups;
6. Provide technical/special reports to oversight/other agencies and organizations on DSWD inputs to SONA reports, DSWD TRIP, Performance-Based Bonus Reports;
7. Serve as resource person during trainings and conferences related to planning and monitoring; and,
8. Attend to internal and external meetings, trainings, and conferences, as assigned by the Bureau Director or Division Chief.
JOB OUTPUTS
1. Operational and Sector Plan (e.g., Children, Women, Harmonized Planning Monitoring and Evaluation System, Office Performance Contract, Agency Performance Measures, Work and Financial Plan, and Annual Thrusts and Priorities)
2. Operational sectoral monitoring and reports (e.g., Children, Women, Harmonized Planning Monitoring and Evaluation System, and Office Performance Contract)
3. Inputs on reports submitted by various offices such as Presidential Management Staff (PMS), National Economic and Development Authority (NEDA), Department of Budget and Management (DBM), and Office of the President (OP)
4. Technical assistance report and feedsback reports on meetings attended
