PREFERRED QUALIFICATIONS

Education

:

Bachelor’s degree in International Studies, Development Communication, Public Administration, Economics, Statistics, Sociology or Social Work–or other related and allied courses with emphasis on social development issues, international affairs, program management, project development and research or a related field.

Experience

:

At least two (2) years of relevant professional experience in any or in combination along the following areas: social development, planning, project management, and international cooperation. Experience on handling social development and sectoral concerns (i.e. women, children, IPs, PWDs, elderly, etc.) an advantage.

Training

:

40 hours of training related to social protection or social development areas, international cooperation, international policies, planning, project management, data analysis and utilization, monitoring evaluation, and technical writing.


JOB DESCRIPTION

Provides technical support in the analysis of the current social welfare and development (SWD) and social protection policies as an input to policy enhancement and/or policy development; supports the preparation of the Department’s policy agenda based on mandate, vision, mission and goals; drafts position paper to various House Bills and other policy-related documents; prepare comments, inputs, talking points on bilateral/multilateral agreements, commitments and cooperation relative to the engagement of the Department/country in the Regional /International Bodies; provides technical assistance and secretariat support to inter-office and inter-agency committees and meetings; and perform other related tasks assigned by supervisor from time to time.

PRIMARY TASKS

1.     Supports in the formulation and development of the Department’s policies along social welfare and development (SWD) and social protection;

2.     Consolidates and prepares position papers on various proposed House Bills and similar policy recommendations and proposals on SWD and social protection;

3.     Performs technical assistance and secretariat support functions to inter-office and inter-agency committees,

4.     Leads the crafting of the Department/ country position paper on emerging regional and international issues/concerns for bilateral/multilateral agreements and cooperation relevant to the social welfare and development sectors;

5.     Drafts Comments, inputs, and talking points on possible areas of cooperation relevant to SWD and social protection programs, activities, and projects that could be raised during State Visits and Regional / International bilateral/multilateral meetings;

6.     Monitors implementation compliance of relevant social welfare and development policies and laws at the national level, including declarations and commitments to the Region (ASEAN and APEC), UN conventions and other international instruments;

7.     Preparation of Briefing Notes and compilation of reference documents on International / Regional Bodies as may be needed;

8.     Develops project proposal for ASEAN/ APEC funding and conduct liaison efforts on externally funded projects;

9.     Attend to internal and external meetings, trainings, and conferences, as assigned by the Bureau Director or Division Chief;

10.  Performs other related tasks as required or assigned.
