Additional Competencies 

1. With experience in planning, organizing, directing, coordinating, controlling, and overseeing the activities of the Budget Division;

2.  With expertise in government budgeting as well as in government accounting and auditing rules and regulations;

3.  Must possess managerial skills in the execution of government laws, rules and regulations;

4.  With managerial skills to carry out basic duties and responsibilities involving leadership, functional guidance and control;

5.  With managerial training in government financial/budget management and other specialized area relevant to financial concerns;

6.   Can do multi-tasking;

7.   Proficient in Microsoft Word, Excel and Powerpoint;

8.   Highly motivated with positive attitude and problem solving approach, flexible and with initiative;

9.   Be able to work beyond office hours and can work under pressure, with maturity to accomplish tasks;

11.  With good oral and written communication skills as well as analytical skills; and

JOB DESCRIPTION

Provides direction, position plans, assigns, supervises and reviews the activities of the Division and staff involved in the planning and preparation of the requirements for budget proposal; presentation of the same in various bodies such as the EXECOM, NMDC, DBM, RDC’s, House of Representatives, Senate of the Philippines and other force; preparation of financial reports to oversight agencies and various management reports to be used for decision making; provides overall supervision; technical/professional expertise of the budget division of the Department; and does other related works.

PRIMARY TASKS

1.   In coordination with the Planning Bureau, formulate Key Result Area (KRA) of Offices/Bureaus/Services (OBS) of the Department;

2.   Recommend policies and guidelines in the preparation of annual budget estimates and in the execution of the budget;

3.   Develop and improve budgetary methods and procedures;

4.   Provide fund estimates in support of the Department’s operations, plans and programs/project and activities;

5.   Assist management in the presentation of the Department’s budget estimates before the Department of Budget and Management (DBM), legislative bodies and other oversight agencies and administrative agencies;

6.   Prepare annual work and financial plans;

7.   In coordination with the concerned OBS, allocate available funds to priority programs and projects;

8.   In coordination with the concerned OBS, prepare Operations Performance Analysis (OPA);

9.   Certificate of availability of funds for all transaction;

10.  Processing of all financial claims;

11.  Preparation and submission of budgetary reports;

12.  Provide technical assistance;

13.  Administrative Supervision of technical staff; and

14.  Performs other tasks as may be assigned from time to time.

Cut-off scores:

Initial Shortlisting:

Education, Training and Experience (ETE)

Only those applicants who met the ETE cut-off rating shall be qualified to take the technical exam

Only those applicants who obtained a score of at least 50% of the raw score on the technical examination shall be qualified to undergo panel interview
