CSC PRESCRIBED QUALIFICATION STANDARDS

Education: Bachelor\\\'s degree in Social Work

Experience: Three (3) years of relevant experience

Training: Sixteen (16) hours of relevant training

Eligibility: RA 1080 (Social Worker) *in good standing

PREFERRED QUALIFICATIONS

1.     Holder of SWO IV regular position

2.     Master’s degree in Social Work or any related social science courses is an advantage

3.     Must have served the DSWD Central or Regional Offices for at least five (5) years including the services rendered of the candidate while he/she was under Contract of Service.

4.     Has at least three (3) years managerial and supervisory experience (i.e. knowledge, attitude and skills or KAS)

5.     With at least three (3) years experience in direct service as social worker like execution of social welfare and protection plans, programs, activities including delivery of welfare and psychosocial activities.

6.     With at least three (3) years of relevant experience along policy development, program planning, organizing, resource mobilizing/ networking/ interagency collaboration/ partnership, training/ seminar facilitation, monitoring, and evaluation.

7.     With working knowledge in financial management e.g. budgeting, accounting and auditing.

8.     With experience in contingency planning and crisis management related to human-induced and natural disasters.

9.     Has attended 120 hours training on leadership/management, gender and development, psychosocial intervention, case management, migration, risk/disaster preparedness, mitigation, report preparation, technical writing, life skills, stress management, coordination/ networking/ advocacy, planning, financial management, research, transnational crime; and related laws such as trafficking, adoption/foster care, etc.

10.  With basic knowledge of local and international laws, conventions and diplomatic protocols concerning migration.

11.   Must be thirty (30) years old and above.

12.   Must be physically and psychologically fit.

13.   Must have no pending administrative or criminal cases.

14.   Must have rendered the required service obligation from previous local or foreign scholarship grants.

15.  Must have no pending scholarship (local or abroad).

16.  Computer literate i.e. knowledgeable in Microsoft Applications (Word, Excel, PowerPoint Presentation), and the web/internet.

17.  With Very Satisfactory (VS) performance rating for the last two (2) rating periods.

18.  Proficient in technical writing i.e. preparation of social case study report (SCSR), project documents, correspondence, proposals, and reports.

JOB DESCRIPTION

Manage cases of OFs and other Overseas Filipinos in distress or in crisis situation needing psychosocial services such as victims of trafficking or illegal recruitment, rape or sexual abuse, maltreatment and other forms of physical or mental abuse, and cases of abandoned or neglected children using a gender-responsive case management.

Functions and Responsibilities

1.     Undertake surveys and prepare official social welfare situationers on the OFs in the area of assignment;

2.     Establish a network with overseas-based social welfare agencies and/or individuals and groups duly recognized by the Head of Post which may be mobilized to assist in the provision of appropriate social services;

3.     Respond to and monitor the resolution of problems and complaints or queries of OFs and their families;

4.     Establish and maintain a data bank and documentation of OFs and their families with age and sex disaggregated data so that appropriate social welfare services can be more effectively provided;

5.     Submit regular reports to the DSWD and DFA DSWD on plans and activities undertaken, recommendations, and updates on the situation of OFs particularly those encountering difficulties in the host country. Said report shall form part of the semi-annual report to Congress as provided under Section 33 of Republic Act No. 8042, as amended;

6.     Provide information about the DSWD and its attached agencies and services;

7.     Perform other related functions in the delivery of social services, as may be directed by the head of the Diplomatic  Post in  the area of assignment included but no limited to the following:

i)      In coordination with the Head of Post and  attached agencies, shall conduct hospital, jail and detention visits;

ii)     Promote social protection and value inculcation of the OFs and their families;

iii)    Networking with the counterpart social welfare agencies at posts and participate in bilateral talks or agreements related to social welfare services on the instruction of the Head of Post;

iv)    Support the Humanitarian Mission during amnesty, mass deportation, epidemic, war, and natural and human-instigated disasters and assistance in crisis situations;

v)     In the absence of SWATO in neighboring countries where there is crisis and urgent concerns, the SWAtt shall radiate and provide the programs services to Overseas Filipinos in Distress upon the approval of the Secretary; and

vi)    Assistance to wards in the Migrant Workers and other Overseas Filipinos Resource Center (MWOFRC).
