PREFFERED QUALIFICATION STANDARDS
Education:Bachelor’s degree relevant to the job (Computer Science, Information Technology, Computer Engineering or other related courses)
Training:Sixteen (16) hours relevant training on Application System Development, Implementation and Maintenance
Experience:Three (3) year relevant experience (Demonstrated ability in application systems development, implementation development)

JOB DESCRIPTION
Under the direct supervision of the Division Chief, the ITO II implements relationship management, collaboration strategies, business process and systems analysis, systems development, project management procedures, change management, technical assistance and competency development for users..
FUNCTIONS AND RESPONSIBILITIES
1. Implements relationship management activities and interventions to sustain productive relations with customers, internal partners and external service providers
2. Conducts collaboration meetings with analysts, frontend and backend developers, customers and internal stakeholders, partner agencies/organizations and external service providers
3. Conducts business process and systems analysis
4. Develops system design [User Interface/User Experience]
5. Write, test, debug, and/or troubleshoot and maintain the source code and libraries of information system for future use
6. Formulate training designs and session plans and conducts capability building activities to enhance user competencies in the utilization of information systems
7. Conduct systematic monitoring of software engineering processes, tools and methods used to ensure quality of applications developed
8. Provide technical assistance in the preparation of system maintenance, monitoring, change management and sustainability plans
9. Process requests for change management and sustainability plans
10. Initiate optimization of application for maximum speed and scalability
11. Apply best practices on secure programming for application-side security and data protection
12. Coordinate with other ICT teams/groups on project management requirements and the performance of assigned tasks
13. Prepare and submit documentation of tasks performed and services rendered
14. Prepare ICT service management reports and recommendations
