Status : Contract of Service / Memorandum of Agreement
Place of Assignment : DRR Normalization Program
Period of Engagement : October – December 2019
CSC Prescribed Qualification Standards
Education : Bachelor’s degree relevant to the job
Experience : One (1) year of relevant experience
Training : Four (4) hours of relevant training
Eligibility : Career Service (Professional) / Second Level Eligibility
Preferred Qualification (Competency-Based)
Education : Bachelor’s degree preferably in Management, Entrepreneurship, Development Studies, Social Sciences or any business-related course.
Experience : At least one (1) year experience in development-related projects involving community organizing, capability building activities, community organizing and facilitation, proposal development.
Training : At least four (4) hours relevant training in social entrepreneurship, business plan development, module development, training plan an implementation program.
Additional Competencies
1. Capable of conducting training needs analysis, developing training designs and modules, partnerships and networking, opportunity mapping, situational analysis, and writing technical reports.
2. Computer literate with knowledge on MS Office;
3. With good oral and written communication skills; and,
4. Able to work harmoniously, competently and effectively even under pressure.

Job Description:
Under the direction and with substantial latitude for the exercise of independent judgment engaged in moderately responsible work pertaining to the implementation of sustainable livelihood projects for the Decommissioned Combatants (DCs) of the Moro Islamic Liberation Front (MILF) and disaster resiliency (DRR) programs, projects and activities (PPAs) under the context of peace and development
Functions and Responsibilities:
Ensures the monitoring of livelihood projects and provision of technical assistance to the recipients of Livelihood Settlement Grants (LSGs), linking grant recipients to stakeholders for more opportunities and sustainable livelihood project outcomes.
Specific Functions:
2. Monitors the livelihood projects of the LSG recipients and provide needed technical assistance on the operations/management of the enterprises;
3. Links grant recipients to program stakeholders for more sustainable livelihood project outcomes;
4. Prepare and submit reports and other documents required;
5. Reviews and provides inputs on guidelines;
6. Attends to meetings, special events and training/workshop; and,
7. Performs other related tasks that may be assigned from time to time.
Job Outputs:
1. Policy inputs;
2. Feedback reports;
3. Physical and financial reports; and,
4. Memoranda/letter, project proposal and other officer communications.
