Position : One (1) Project Development Officer III (Finance Officer)
Salary : SG 18/ 40, 637.00
Status : Contract of Service / Memorandum of Agreement
Place of Assignment : DRR Normalization Program
Period of Engagement : October – December 2019
CSC Prescribed Qualification Standards
Education : Bachelor’s degree relevant to the job
Experience : Two (2) ears of relevant experience
Training : Eight (8) hours of relevant training
Eligibility : Career Service (Professional) / Second Level Eligibility
Preferred Qualification (Competency-Based)
Education : Bachelor’s degree preferably in Accounting, Business or any business-related course.
Experience : At least two (2) year experience on government financial management.
Training : At least eight (8) hours relevant training on government accounting and auditing laws, rules and regulations
Additional Competencies
1. With excellent leadership, supervision, management and decision making skills;
2. Competent ability to provide technical assistance and expert advice and to guide and direct personnel in their assigned tasks
3. Computer literate with knowledge on MS Office;
4. Good written and oral communication; and,
5. Able to work harmoniously, competently, and effectively even under pressure
Job Description:
Under the direction and with substantial latitude for the exercise of independent judgment engaged in moderately responsible work pertaining to the database management of the biometrics profile and the DSWD socio-economic programs for normalization of the Decommissioned Combatants (DCs) of the Moro Islamic Liberation Front (MILF) as anchored under Executive Order No. 79, Series of 2019 (Annex on Normalization under the Comprehensive Agreement on the Bangsamoro – CAB)
Functions and Responsibilities:
Part of the Regional Project Management Team (RPMT) tasked to spearhead in fund management in the implementation of the socio-economic programs of normalization and DRR-PPAs for the DCs of the MILF.
Specific Functions:
1. Formulates internal control on financial management consistent with government accounting and auditing laws, rules and regulations;
2. Prepare work and financial plan (WFP);
3. Prepares and facilitates release/processing and liquidation of funds;
4. Prepares and submits periodic financial accomplishment report;
5. Conduct capacity building on financial management;
6. Provides technical support on financial management;
7. Attends to meetings, special events and training/workshop;
8. Coordinates with other stakeholders on financial matters; and,
9. Perform other related tasks as maybe assigned by the Supervisor.
Job Outputs:
1. Internal controls/policies;
2. Financial accomplishment reports;
3. Capacity building; and,
4. Memoranda/letter, project proposal and other officer communications.
