Position                                    :           ONE (1) Social Welfare Officer IV

CSC Prescribed Qualification Standards

 

Education                    :           Bachelor’s degree in Social Work

Experience                   :           At least three (3) years of relevant experience

Training                       :           16 hours of training along the areas of Disaster Response related trainings, Organizational Development, DRRM policies and guidelines.

Preferred Qualification (Competency-Based)

 

Education                    :           Bachelor’s degree in Social Work

 

Experience                   :           At least three (3) years of relevant experience on report development and management and project evaluation pertaining to the implementation of socio-economic and disaster risk resiliency (DRR) programs, projects and activities (PPAs) on the context of peace and development.

 

Training                       :           Twenty-four (24) hours of relevant training on report development and management and project evaluation pertaining to the implementation of socio-economic and disaster risk resiliency (DRR) programs, projects, and activities (PPAs) on the context of peace and development.

 

Eligibility                     :           RA 1080 (Registered Social Worker)

 


Additional Competencies

1.     With work experience related to supervision for at least one (1) year;

2.     Capable of conducting training needs analysis, developing training designs and modules, partnerships and networking, opportunity mapping, situational analysis and writing technical reports

3.     Competent ability to provide technical assistance and expert advice

4.     Computer literate with knowledge on MS Office;

5.     Good written and oral communication; and excellent analytical thinking; and,

6.     Able to work harmoniously, competently and effectively even under pressure.

 

Job Description:

Under the direction and with substantial latitude for the exercise of independent judgment engaged in moderate responsible work pertaining to the implementation of socio-economic and disaster risk resiliency (DRR) programs, projects and activities (PPAs) for the Decommissioned Combatants (DCs) of the Moro Islamic Liberation Front (MILF) as anchored under Executive Order No. 79, Series of 2019 (Implementing the Annex on Normalization under the Comprehensive Agreement on the Bangsamoro – CAB)

 

Functions and Responsibilities:

Part of the Regional Project Management Team (RPMT) tasked to assist in overall management of the implementation of implementation of the socio-economic programs for normalization and DCs of the MILF for the DRR-PPAs

 

Specific Functions:

 

1.     Revisits/reviews policies/guidelines and systems to address evolving and/or recurring issues and concerns in the project management;

2.     Develops and implement policies/guidelines in the project management;

3.     Reviews, analyzes and provides comments/inputs on accomplishment reports submitted by the PDOs II;

4.     Undertakes field monitoring and provision of technical assistance in the project management;

5.     Prepares communications, reports, project proposals, and other related documents;

6.     Attends to meetings, special events and training/workshop;

7.     Coordinate with other stakeholders for the project management; and,

8.     Perform other related tasks as maybe assigned by the Supervisor.

 

Job Outputs:

    1.     Policy inputs;

2.     Feedback reports;

3.     Physical and financial accomplishment reports; and,

4.     Memoranda/letter, project proposal and other officer communications/documents.
